Availability of Technical Guidance

   Technical Guidance Documents are on DEP's World Wide Web site (http://www.dep.state.pa.us) at the Public Participation Center. The soon to be updated ''July 1998 Inventory'' heading is the Governor's List of Non-regulatory Documents. The ''Search the Inventory of Technical Guidance Documents'' heading is a database of the Inventory. The ''Final Documents'' heading is the link to a menu of the various DEP bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to DEP's draft technical guidance documents.

   DEP will continue to revise its documents, as necessary, throughout 1999.

Ordering Paper Copies of DEP Technical Guidance

   Persons can order a bound paper copy of the latest Inventory or an unbound paper copy of any of the final documents listed on the Inventory by calling DEP at (717) 783-8727.

   In addition, bound copies of some of DEP's documents are available as DEP publications. Please check with the appropriate bureau for more information about the availability of a particular document as a publication.

Final Guidance

   DEP ID 393-4180-003 Title: Strategy for Addressing the 1998 Federal and State Deadline for Upgrading Existing Underground Storage Tanks Description: This document provides guidance on how the Department plans to bring underground storage tanks into compliance with the December 22, 1998 deadline.    DEP ID 383-2125-208 Title: Public Water Supply Manual - Part II Description: This guidance document applies to all community water systems with regard to permitting and design standards. Effective Date: November 28, 1998 Contact: Trudy Troutman at (717) 783-3795.

   DEP ID 012-5500-002 Title: Environmental Education Grants Elective Program Description: The purpose of this guidance is to provide occasional Environmental Education Grants to sound environmental education proposals unable to be effective on the competitive grant time line or in the competitive grant process.    DEP ID 580-3300-001 Title: Underground Accident and Production/Manhour Reporting Description: The purpose of this guidance is to assist operations by providing an option to submit reports on production, employment, and lost time accidents on the same forms at the same frequency as the MSHA requirements. Final Guidance--Minor Revision

   DEP ID 383-3200-016 Title: Quality Assurance Workplan for Groundwater Monitoring Stations Description: This guidance applies to DEP staff for the implementation of the Ambient and Fixed Station Network groundwater monitoring programs in DEP Regions as described in Pennsylvania's Groundwater Quality Monitoring Network Ambient and Fixed Station Network (FSN) Monitoring Programs, (#383-3200-009) of June 1997. Draft Guidance

   DEP ID 393-2320-001 Title: Statement of Policy, Definition of ''Underground Storage Tank'' Description: The purpose of this statement of policy is to minimize duplicative regulatory requirements by excluding existing field constructed hazardous substance tanks at facilities regulated under the Safe Drinking Water Act from the definition of underground storage tank in Act 32 (P. L. 169) Interim Effective Date: December 22, 1998 Comment By: February 2, 1999 Contact: Glenn Rider at (717) 772-5599.
