SEWAGE FACILITIES ACT

PLAN APPROVAL


Plan approval granted under the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20).

   Regional Office: Water Management Program Manager, Southcentral Region, 909 Elmerton Ave., Harrisburg, PA 17110.

   Location--Conewago Township, Dauphin County, 3279 Old Hershey Rd., Elizabethtown, PA 17022.

   Approved plan provides for public sewer service to Laurel Woods area (0--5 yr.) and Rte. 743 corridor (5--10 yr.) of the Township. Transportation and treatment is through Derry Township Municipal Authority facilities. An onlot disposal system program will be enacted for the remainder of the Township with adoption of an OLDS Management Ordinance and Holding Tank Ordinance. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

   Location: City of Williamsport, Lycoming County. An Act 537 update revision for the City of Williamsport has been approved by the Department. The plan calls for construction of an upgrade/expansion of the Williamsport Sanitary Authority's West Treatment Plant. The 7.8 million dollar project will increase the annual average design flow to 3.92 mgd and the maximum monthly average design flow to 5.55 mgd. Discharge of the treated effluent will continue to be to the West Branch Susquehanna River.

   The project will provide treatment capacity for future sewer extensions in several neighboring municipalities. It will also provide capacity for additional commercial and industrial development in the city. The ability of the expanded treatment facility to process peak wet weather flows will allow the city to minimize or eliminate the use of combined sewer overflow discharges of untreated sewage from the combined wastewater collection system which is tributary to this facility.

   The Department's review of the sewage facilities update revision has not identified any significant negative environmental impacts resulting from this proposal.

   Approval of a revision to the Official Sewage Plan of Somerset Township, Somerset County. The project involves the construction of a single residence STP to serve an existing dwelling located on lot #5 of Beaver Hollow Estates. Treated effluent is to be discharged to the West Branch of Coxes Creek.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediations Act (35 P. S. §§ 6026.101--6026.908) and Chapter 250 Administration of Land Recycling Program

   Provisions of 25 Pa. Code § 250.8 Administration of Land Recycling Program requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the Act 2 (Land Recycling and Environmental Remediation Standards Act) remediation standards. Plans and reports required by provisions of Act 2 for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report, and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of reuse of the property, and in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

   For further information concerning the plans and reports, please contact the Environmental Cleanup Program in the Department's Regional Office under which the notice of the plan or report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate Regional Office listed.    Pennsylvania Power & Light Company (PP&L)--Decommissioned Buttonwood Substation, City of Hazleton, Luzerne County. PP&L, Environmental Management Division, 2 North Ninth Street, Allentown, PA 18101 submitted a Final Report concerning the remediation of site soils found to be contaminated with PCBs (polychlorinated biphenyls). The final report demonstrated attainment of the Statewide human health standard, and was approved by the Department on December 21, 1998.

   Pennsylvania Power & Light Company (PP&L)--Decommissioned Sullivan Trail Substation, Exeter Township, Luzerne County. PP&L, Environmental Management Division, 2 North Ninth Street, Allentown, PA 18101 submitted a Final Report concerning the remediation of site soils found to be contaminated with PCBs (polychlorinated biphenyls). The final report demonstrated attainment of the Statewide human health standard, and was approved by the Department on December 21, 1998.

   James Meilinger Property, Bethlehem Township, Northampton County. Terrence A. Shannon, President, Synergist, Inc., 10 Enterprise Drive, Carbondale, PA 18407 has submitted a Final Report (on behalf of his client, Nancy Meilinger, 1375 Van Buren Road, Easton, PA 18045) concerning the remediation of site soils found to have been contaminated with lead. The report was submitted to document remediation of the site to meet the Statewide human health standard.

   Edward Hill Property (Creekside Market Place), Lower Saucon Township, Northampton County. Ann Logue, Project Manager, Del Val Soil & Environmental Consultants, Inc., Sky Run II, Suite A1, 4050 Skyron Drive, Doylestown, PA 18901 has submitted a Final Report (on behalf of her client, Edward Hill, 2025 Mountain Hill Lane, Hellertown, PA 18055) concerning the remediation of site soils found to have been contaminated with pesticides and arsenic. The report was submitted to document remediation of the site to meet the Statewide human health standard.

   Andritz Sprout-Bauer, Inc., Muncy Creek Township and Muncy Borough, Lycoming County. Andritz Sprout-Bauer, Inc., Sherman Street, Muncy, PA 17756 has submitted a Remedial Investigation Report, Risk Assessment Report and Cleanup Plan concerning the remediation of site soils and groundwater. These reports were approved by the Department on December 4, 1998.

   Kephart Property, Decatur Township, Clearfield County. Patty Kephart, 607 Kate Street, Osceola Mills, PA 16666 has submitted a Final Report concerning the remediation of site soils. The Final Report intended to demonstrate attainment of the Statewide Health Standard and was approved by the Department on December 9, 1998.

   Northwest Regional Office: Craig Lobins, Environmental Cleanup Program Manager, 230 Chestnut Street, Meadville, PA 16335, (814) 332-6648.

   Meadville Rite Aid, 975 Market Street, Meadville, PA 16335, Crawford County, City of Meadville, has submitted a Baseline Environmental Report which report was approved by the Department on December 2, 1998.

   New Castle Area Transit Authority/former Affiliated Metals & Minerals and Johnson Bronze II Plant, 301 Mahoning Ave., New Castle, PA Lawrence County, City of New Castle has submitted a Phase I Preliminary Site Evaluation and Phase II Initial Site Characterization (Baseline Report) which reports were approved by the Department on January 6, 1999.

   Permit No. PAD064375470.  Advanced Environmental Technical Services, Inc., 1050 West 11th Avenue, Coatesville, PA 19320. This permit for a hazardous waste treatment and storage facility has been revoked, at the permittee's request, because the facility has ceased operations and conducted a clean closure in accordance with the approved closure plan. Facility is located in Valley Township, Chester County. Permit was revoked in the Southeast Regional Office on January 7, 1999.

Notice of Intent to Issue Title V Operating Permits

   Under 25 Pa. Code § 127.521, notice is given that the Department of Environmental Protection (Department) intends to issue a Title V Operating Permit to the following facilities. These facilities are major facilities subject to the operating permit requirements under Title V of the Federal Clean Air Act and 25 Pa. Code Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permits).

   Appointments to review copies of the Title V application, proposed permit and other relevant information must be made by contacting Records Management at the regional office telephone number noted. For additional information, contact the regional office noted.

   Interested persons may submit written comments, suggestions or objections concerning the proposed Title V permit to the regional office within 30 days of publication of this notice. Written comments submitted to the Department during the 30-day public comment period shall include the name, address and telephone number of the person(s) submitting the comments, along with the reference number of the proposed permit. The commentator should also include a concise statement of any objections to the permit issuance and the relevant facts upon which the objections are based.

   The Department reserves the right to hold a public hearing on the proposed action based upon the information received during the public comment period and will provide notice of any scheduled public hearing at least 30 days in advance of the hearing. The hearing notice will be published in the Pennsylvania Bulletin and a newspaper of general circulation where the facility is located.

To construct and maintain a channel change in a Tributary to the West Branch Schuylkill River, consisting of approximately 240 linear feet of trapezoidal riprap-lined channel, and to place fill in a de minimis area of wetlands equal to 0.01 acre, for the purpose of constructing an office building. The project is located on Lots 44 and 45 of the Westwood Park Subdivision, on the north side of Woodglen Road, approximately 1,500 feet north of the junction of S. R. 0901 and S. R. 0209 (Pottsville, PA Quadrangle N: 9.5 inches; W: 15.2 inches), in the City of Pottsville, Schuylkill County. This project was previously authorized by Permit No. E54-172.

   E54-254.  Encroachment. Schuylkill County Municipal Authority, 221 South Centre Street, Pottsville, PA 17901. To repair and maintain an existing single-span steel I-beam bridge across Mill Creek, with work consisting of replacing the deck and railing, cleaning and painting the steel I-beam stringers and repairing the stone masonry abutments. The bridge, which provides access to the Schuylkill County Municipal Authority building, has a span of approximately 36.0 feet and an underclearance of approximately 9.0 feet, and is located on the east side of S. R. 0061, approximately 1,200 feet north of the St. Clair Borough/New Castle Township boundary (Pottsville, PA Quadrangle N: 19.5 inches; W: 9.8 inches), in New Castle Township, Schuylkill County.

To construct and maintain a single span bridge having a clear span of 22.0 feet and an underclearance of about 6.3 feet over Shade Creek (TSF) to provide access to an existing residential property located on the north side of SR 0641 about 2 miles south of Shade Gap (Shade Gap, PA Quadrangle 7.2 inches; W: 12.9 inches) in Dublin Township, Huntingdon County.    E36-660.  Encroachment. Octoraro Native Plant Nursery, Mark Gutshall, 6126 Street Road, Kirkwood, PA 17536. To construct and maintain nine stone Bendway weirs placed in the channel and keyed into the bank of the West Branch Octoraro Creek. Excavation will occur within the stream to form about 400 feet of low-flow channel. The left channel bank will be stabilized with bio-logs and placement of a stone toe and bank protection for a stream restoration project designed to improve the water quality and eliminate loss of bottom land located at the Octoraro Native Plant Nursery site (Kirkwood, PA Quadrangle N: 16.8 inches; W: 15.2 inches) in Colerain Township, Lancaster County.    E50-194.  Encroachment. Ross Merrill, R. D. 1, Box 171, Millerstown, PA 17062. To construct and maintain a bridge having a span of 13 feet and an underclearance of 3.5 feet across the channel of Raccoon Creek and to impact 0.05 acre of wetlands at a point approximately 6,000 feet upstream of Route 17 (Ickesburg, PA Quadrangle N: 20.4 inches; W: 6.9 inches) in Tuscorora Township, Perry County. The amount of wetland impact is considered to be de minimis and wetland mitigation is not required. This permit also includes 401 Water Quality Certification.

   E67-636.  Encroachment. Pennex Aluminum Company, Douglas Hart, P. O. Box 100, Wellsville, PA 17365. To place fill in a de minimis area of wetlands equal to 0.03 acre for the purpose of a building expansion located on the northwest corner of Community and Carroll Streets (Wellsville, PA Quadrangle N: 9.5 inches; W: 9.1 inches) in Wellsville Borough, York County.
