Permits issued under the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003), the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P. S. §§ 4000.101--4000.1904) and regulations to operate solid waste processing or disposal area or site.

   Permit I. D. #100265. Grand Central Sanitary Landfill, Inc., 1963 Pen Argyl Road, Pen Argyl, PA 18072. An approval for this major permit modification, specifically for the construction of a landfill gas-fired electric generating facility within this municipal waste landfill's permit boundary limits, located in Plainfield Township, Northampton County. The facility will incorporate three solar landfill gas-fired combustion turbines and will generate up to 10 MW of electricity, which will be sold to the local electric utility of nearby industrial users. The facility's sanitary sewage and condensate will be pumped by a 2 inch diameter force main to the existing onsite wastewater treatment plant. The major permit modification was approved in the Regional Office on December 20, 1999.

   V96-005:  The Bellevue (200 South Broad Street, Philadelphia, PA 19102) issued a Title V Operating Permit on December 20, 1999, for operation of a 2200 HP engine and two 12.5 MMBTU/hr boilers in the City of Philadelphia, Philadelphia County.

   S96-039:  Baum Printing Co. (9985 Gantry Road, Philadelphia, PA 19115) issued a Synthetic Minor Operating Permit on December 14, 1999, for operation of an offset lithographic printing facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources are six non-heatset offset sheetfed lithographic printing presses.

   S95-053:  Fabricon Products (4101 North American Street, Philadelphia, PA 19140) issued a Synthetic Minor Operating Permit on December 14, 1999, for operation of a printed coated paper manufacturing facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources include two 8.5 MMBTU/hr boilers and three printing presses.

   S95-028:  Stone Container Corp. (Tulip and Decatur Streets, Philadelphia, PA 19136) issued a Synthetic Minor Operating Permit on December 14, 1999, for operation of a paper product manufacturing facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources include a 600 HP boiler, a 350 HP boiler, two scrap collector cyclones, eight wide-web flexographic printing presses, a folder-gluer, a pallet maker and a post machine.

ACTIONS TAKEN UNDER SECTION 401:  FEDERAL WATER POLLUTION CONTROL ACT

ENCROACHMENTS

   The Department of Environmental Protection (Department) has taken the following actions on previously received Dam Safety and Encroachment permit applications, requests for Environmental Assessment approval, and requests for Water Quality Certification under section 401 of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)).

   Persons aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514), and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law) to the Environmental Hearing Board, 400 Market Street, Floor 2, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Environmental Hearing Board within 30 days of receipt of written notice of this action unless the appropriate statute provides a different time period. To maintain a stone masonry open-bottom box culvert having a span of 14 feet and a minimum underclearance of approximately 11.8 feet in Toby Creek. Repair work consisting of underpinning with 5-foot high by 1-foot wide reinforced concrete scour walls and repointing of the deteriorated stone masonry walls was authorized by Emergency Permit No. EP4099402. The project is located at the intersection of S. R. 0309 and Township Road T846 (East Center Street) (Kingston, PA Quadrangle N:  12.6 inches; W:  9.0 inches) in Kingston Township, Luzerne County.

   E14-356. Encroachment. Harry E. Eby, 1209 Zion Road, Bellefonte, PA 16823. To maintain a 10-foot by 5-foot by 120-foot concrete box culvert enclosure with the associated concrete wingwalls in an unnamed tributary to the Spring Creek Basin and 160 linear feet of R-5 riprap in the trapezoidal outlet channel of the culvert located 1,300 feet west of the S. R. 26 and S. R. 550 intersection (Mingoville, PA Quadrangle N:  7.25 inches; W:  16.7 inches) in Spring Township, Centre County.

   E17-333. Encroachment. Robert A. Stranko, R. R. 1, Box 172E, Selinsgrove, PA 17870. To maintain an existing foot and vehicle bridge to enable access to the west side of the stream for silvaculture and recreation located 2 miles north on SR 2011 from the intersection with Rt. 53 continue east on unpaved road to the crossing of Morgan Run (Glen Richey, PA Quadrangle, N:  .25 inch; W:  7.0 inches) in Woodward Township, Clearfield County. This permit was issued under section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E10-307. Encroachment. Victory Christian Fellowship, 216 Mystic Pine Trail, Cranberry, PA 16066. To conduct the following activities involving a tributary to Brush Creek and adjoining wetlands associated with expansion of the existing Victory Christian Fellowship Church parking lot, stormwater detention basin and access road along Freedom Road approximately 1.5 miles west of S. R. 19 (Baden, PA Quadrangle N:  10.4 inches; W:  1.5 inches) located in Cranberry Township, Butler County.

   1.  To realign approximately 140 feet of the stream channel.

   2.  To install and maintain twin 70-foot-long, 103-inch-wide by 71-inch-high pipe arch culverts for the roadway across the stream.

   3.  To place fill within the floodway along a total reach of approximately 560 feet and a de minimis (0.029 acre) area of wetland (PEM/PSS).

   4.  To relocate and maintain a 8-inch-diameter sanitary sewer line across the stream and adjoining de minimis wetland area (0.011 acre).

   E16-103. Encroachment. Vernon F. Waltman, R. D. 2, P. O. Box 168A, Clarion, PA 16214. To modify and maintain a 250-foot-long, 48-inch-diameter corrugated metal pipe stream enclosure constructed without a permit in a tributary to the Clarion River for a private access roadway and turn-around area associated with two existing camps along the north side of the river approximately 2 miles east of the bridge carrying S. R. 1005 across the Clarion River (Strattanville, PA Quadrangle N:  19.0 inches; W:  12.0 inches) located in Highland Township, Clarion County.

   E42-265. Encroachment. University of Pittsburgh Bradford, 300 Campus Drive, Bradford, PA 16701-2898. To construct and maintain a two-story addition to the northeast side of the existing Tom L. McDowell Sports Center measuring approximately 115 feet long by 275 feet wide, a 200-space parking lot measuring approximately 320 feet long by 280 feet wide, a stormwater detention basin measuring approximately 250 feet long by 100 feet wide and appurtenances within the 100-year floodway and floodplain of West Branch Tunungwant Creek along Campus Drive north of Dorothy Lane (Bradford, PA Quadrangle N:  13.0 inches; W:  6.0 inches) located in Bradford Township, McKean County.

   E42-266. Encroachment. Alfred and Anneke Nuzzo, 1159 West Washington Street, Bradford, PA 16701. To replace the superstructure and maintain the bridge having a clear span of 19 feet and a minimum underclearance of 3.7 feet across Marilla Brook (HQ-CWF) on a private roadway extending south from S. R. 346 (West Washington Street) at 1159 West Washington Street (Bradford, PA-NY Quadrangle N:  14.2 inches; W:  14.1 inches) located in Bradford Township, McKean County.

   E62-354. Encroachment. Pennsylvania Department of Transportation, District 1-0, 255 Elm Street, Oil City, PA 16301. To remove the existing bridge and to construct and maintain a 75-foot-long, 12-foot-wide by 8-foot-high precast reinforced concrete box culvert having a 6.6-foot-high waterway opening in a tributary to Stillwater Creek (Stauffer Run) on S. R. 0957, Segment 0270, Offset 0530 approximately 2,300 feet west of S. R. 69 (Sugar Grove, PA-NY Quadrangle N:  19.1 inches; W:  13.7 inches) located in Sugar Grove Borough, Warren County.
