National Pollution Discharge Elimination System Program (NPDES)

INDUSTRIAL WASTE AND SEWERAGE WASTEWATER

   The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications and requests for plan approval.

   Persons aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administration Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Environmental Hearing Board within 30 days of receipt of written notice of this action unless the appropriate statute provides a different time period. Copies of appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary of the Board at (717) 787-3483. Municipal and Industrial Permit Actions under The Clean Streams Law (35 P.S. §§ 691.1--691.1001).

Applicant is granted approval for the construction and operation of a new pump station, associated gravity collection pipe and force main known as Brandywine Summit Pump Station located in Chadds Ford Township, Delaware County.

   NPDES Permit No. PA0058238. Sewage. Warren Manger, 130 Beaumont Drive, Newtown, PA 18940. Is authorized to discharge from a facility located in Upper Makefield Township, Bucks County to an unnamed tributary to Jericho Creek-2E Common Watershed.

   NPDES Permit No. PA0036447. Industrial Waste. Naval Surface Warfare Center-Carderock Division, Philadelphia Naval Business Center, Building 4, Philadelphia, PA 19112-5083. Is authorized to discharge from a facility located in the City of Philadelphia, into Delaware Estuary-Zone 4.

   NPDES Permit No PA0020290. Amendment No.1 Sewage. Borough of Quakertown, 15-35 North 2nd Street, Box 727 Quakertown, PA 18951-1378. This amendment revises the effluent limit for Total Residual Chlorine located in Richland Township, Bucks County into Tohickon Creek.

   Northeast Region:  Water Management Program Manager, 2 Public Square, Wilkes-Barre, PA 18711-0790.

   WQM Permit No. PA-0060321, Sewerage, Century Enterprises, Route 202, Box 502, Montgomeryville, PA 18936.

   This proposed facility is located in Overfield Township, Wyoming County.

   Description of Proposed Action/Activity: to discharge from a facility to an unnamed tributary to the South Branck of Tunkhannock Creek.

   WQM Permit No. 5212207, Industrial Stormwater, Cempro, Inc., P. O. Box 21007, Lehigh Valley, PA 18002-1007.

   This proposed facility is located in Lower Nazareth Township, Northampton County.

   Description of Proposed Action/Activity: to discharge from a facility to Monocacy Creek.

   Southcentral Region:  Water Management Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110.

   WQM Permit No PA0088277, Sewerage. Test Enterprises, Inc., (Test Estates), 1235 Abbottstown Pike, Hanover, PA 17331 is authorized to discharge from a facility located in Berwick Township, Adams County to the receiving waters of an unnamed tributary to Beaver Creek in Watershed 7-F.

   WQM Permit No. PA0084468. Industrial Waste. Durabond Coating Company, Inc., P. O. Box 38, Highspire, PA 17034 is authorized to discharge from a facility located in Steelton Borough, Dauphin County to the receiving waters named Laurel Run in Watershed 7-C.

   WQM Permit No. PA0083917. Industrial Waste. Polytek Pennsylvania, Inc., 811 Progress Road, Chambersburg, PA 17201 is authorized to discharge from a facility located in Chambersburg Borough, Franklin County to the receiving waters named Dry Swale to Conococheague Creek in Watershed 13-C.

NPDES STORMWATER INDIVIDUAL PERMITS

   The following NPDES Individual Permits for Discharges of Stormwater Associated with Construction Activities have been issued.

   These actions of the Department of Environmental Protection (Department) may be appealed to the Environmental Hearing Board (Board), Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483, by any aggrieved person under the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law). APPROVALS TO USE NPDES AND/OR OTHER GENERAL PERMITS

   The following parties have submitted: (1) Notices of Intent (NOIs) for Coverage Under (1) General NPDES Permit(s) to Discharge Wastewater into the Waters of the Commonwealth. The approval for coverage under these general NPDES permits is subject to applicable effluent limitations. Monitoring, reporting requirements and other conditions set forth in the general permit: (2) General Permit(s) for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in Pennsylvania; (3) General NPDES Permit Authorizing the Discharge of Stormwater Associated with Construction Activities to Waters of the Commonwealth.

   The approval of coverage for land application of sewage sludge or residential septage under these general permits is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective permit. The Department of Environmental Protection approves the following coverage under the specific General Permit.

   The EPA Region III Administrator has waived the right to review or object to this permit action under the waiver provision 40 CFR 123.24.

   The application and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted.

   Plan Description:  The Department has completed its review of the Act 537 Sewage Facilities Plan (Plan) for West Mahanoy Township, Schuylkill County, dated June 2000. The Department has found that the Plan is acceptable and granted planning approval on February 2, 2001.

   The selected alternatives for the 10 planning areas are as follows: Shenandoah Heights and Weston Place--Construct a sewerage collection system that is tributary to the Shenandoah Municipal Sewer Authority's (SMSA's) system; Upper Brownsville and Lower Brownsville--Construct a sewerage collection system. Wastewater to be treated at a to be constructed package sewage treatment plant (STP) or at the SMSA's STP; East William Penn--Construct a sewerage collection system and package STP; West William Penn and Lost Creek No. 2--Construct a sewerage collection system and package STP; Lost Creek--Construct a sewerage collection system and package STP; Raven Run--Implement a Sewage Management Program; and Altamont--Continue to use the Frackville Area Municipal Authority's sewerage collection system and treatment facility.

   The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

   Plan Description: The approved plan provides for replacement of the Borough's entire existing wastewater collection system. The selected wastewater disposal alternative is described in the Plan Update Revision as ''Low-Pressure Sewer Alternative No. 2''. The alternative also proposes a limited rehabilitation of the Weissport Borough Municipal Authority's (Authority) existing main pumping station.

   Replacement of the Borough's entire wastewater collection system was found to be the only cost-effective alternative which would successfully eliminate excessive amounts of infiltration/inflow (I/I) from the Borough's wastewater collection system. Elimination of the excessive amounts of I/I is required to eliminate the existing hydraulic overload at the existing Lehighton Sewerage Authority's Wastewater Treatment Facility. Wastewater from the proposed, replacement collection system will be discharged to the existing Lehighton Sewerage Authority's Wastewater Treatment Facility for treatment and discharge. Upon completion of the proposed Central Carbon Municipal Authority's (CCMA) Wastewater Treatment Facility, wastewater from the Borough's wastewater collection system will be conveyed to and treated at the CCMA facility.

   Financing of the proposed wastewater collection/conveyance system is to be provided by the Pennsylvania Infrastructure Investment Authority (PENNVEST). Financing of the Borough of Weissport's portion of the CCMA Wastewater Treatment Facility is to be provided by the United States Department of Agriculture's--Rural Utilities Service.

   The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.
