AIR QUALITY

PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS

NEW SOURCES AND MODIFICATIONS

   The Department of Environmental Protection (Department) has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit all the permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.

   The Department has received applications for plan approvals and/or operating permits from the following facilities.

   Copies of these applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the Regional Office identified in this notice. Persons interested in reviewing the application files should contact the appropriate Regional Office to schedule an appointment.

   Persons wishing to receive a copy of a proposed plan approval or operating permit must indicate interest to the Department Regional Office within 30 days of the date of this notice and must file protests or comments on a proposed plan approval or operating permit within 30 days of the Department providing a copy of the proposed document to that person or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that a hearing be held concerning a proposed plan approval and operating permit. Comments or protests filed with the Department Regional Offices must include a concise statement of the objections to the issuance of the plan approval or operating permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.

   Persons with a disability who wish to comment and require an auxiliary aid, service or other accommodation to participate should contact the Regional Office identified. TDD users may contact the Department through the Pennsylvania AT&T Relay Service at (800) 654-5984. Final plan approvals and operating permits will contain terms and conditions to ensure that the source is constructed and operating in compliance with applicable requirements in 25 Pa. Code Chapters 121--143, the Federal Clean Air Act (act) and regulations adopted under the act.

Intent to Issue Plan Approvals and Intent to Issue or Amend Operating Permits under the Air Pollution Control Act and 25 Pa. Code Chapter 127, Subchapter B. These actions may include the administrative amendments of an associated operating permit.

   46-0112B: Palmer International, Inc. (2036 Lucon Road, Skippack, PA 19474) for installation of a turbo mixer, which will replace three existing Sigma blenders, at their facility in Skippack Township, Montgomery County. This facility is a non-Title V facility. Along with all other processes in Building A, the new Turbo Blender will be subject to an emission limit of 21.0 tons per year for VOCs, 8.83 tons per year for HAPs--formaldehyde and 10.41 tons per year for NOx. Emissions of CO from all processes in Building A are expected to be less than 36 tons per year. Emissions of PM from all processes in Building A are expected to be less than 8 tons per year. Emissions of VOCs and HAPs will be controlled by the existing thermal oxidizer, which shall be operating at all times during operation of processes in Building A. Emissions of PM will continue to be controlled by dust collectors and the existing thermal oxidizer. The Plan Approval will contain recordkeeping and further operating restrictions designed to keep the facility operating within the allowable emissions and all applicable air quality requirements.

   48-322-004: IESI PA Bethlehem Landfill Corp. (2335 Applebutter Road, Bethlehem, PA 18015-6004) for construction of the Phase IV landfill expansion and replacement of an enclosed ground flare at its facility in Lower Saucon Township, Northampton County. The VOC emissions from the landfill will be controlled by the enclosed ground flare and shall not exceed 50 tons per year. Although the sources covered by this plan approval may be at a major facility, the construction does not trigger major new source review or prevention of significant deterioration requirements. Additionally, the landfill is subject to Subpart WWW of the Federal Standards of Performance for New Stationary Sources, 40 CFR 60.750--60.759. The plan approval will include all appropriate monitoring, recordkeeping and reporting requirements designed to keep the source operating within all applicable air quality requirements.

   39-399-057: GEO Specialty Chemicals--Trimet Product Group (2409 North Cedar Crest Boulevard, Allentown, PA 18104) for modification and operation of calcium formate process at their facility. This modification involves installation of a baghouse to collect nuisance fugitive dust emitted from the calcium formate process equipment. GEO Specialty Chemicals is a major facility subject to Title V permitting requirements and is in Whitehall Township, Lehigh County. The modification will increase particulate emissions by 780 pounds per year from the facility. The Plan Approval will contain conditions requiring the source to show compliance with the emission rates. The Plan Approval and Operating Permit will contain additional recordkeeping and operation restrictions designed to keep the facility operating within all applicable air quality requirements.    06-05049B: Fleetwood Industries, Inc. (3001 St. Lawrence Avenue, Reading, PA 19606) for modification of a wood furniture surface coating operation controlled by dry filter pads and low VOC coatings in St. Lawrence Borough, Berks County. The facility is a non-Title V (State-only) facility. The facility's VOC emissions will be limited to less than 25 tons per year. The HAPs emissions will be limited to 10/25 tons per year. The facility will be required to record the coating usages and calculate the VOC and HAP emissions monthly. Limits will be placed on the VOC content of the coatings used in the operation. The permit will include monitoring, work practices, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

   36-03105B: Binkley and Ober, Inc. (P. O. Box 7, East Petersburg, PA 17520) to construct an air classifier controlled by a knock out box and fabric filter at their East Petersburg stone crushing plant in East Hempfield Township, Lancaster County. This air classifier has a potential to emit 22 tons per year of PM. Actual emissions by the air classifier are expected to be 6 tons per year of limestone dust (PM). This plan approval will include monitoring, recordkeeping and reporting requirements designed to keep the sources operating within all applicable air quality requirements.

   36-05067I: C and D Technologies, Inc. (82 East Main Street, Leola, PA 17540) for modifications to the existing lead-acid battery manufacturing plant in Upper Leacock Township, Lancaster County. The modifications include the installation of a lead casting pot and the relocation of an existing fabric filter. Plant emissions will be marginally impacted by the proposed modifications. The plant is subject to 40 CFR Part 60, Subpart KK--Standards of Performance for Lead-Acid Battery Manufacturing Plants. The plan approval will include emission limits, testing, monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality requirements.

   36-05128A: Compass Quarries, Inc. d/b/a Independence Construction Materials (P. O. Box 130, 47 McIlvaine Road, Paradise, PA 17562-0130) for modifications that include burning of waste derived fuels in the stone dryer and the addition of three nonmetallic conveyors for their facility in Paradise Township, Lancaster County. The plan approval will contain appropriate conditions designed to keep the source operating within all applicable air quality requirements.

   67-03058B: Coates Electrographics, Inc. (1160-A Fahs Street, York, PA 17404) for addition of a new classifier, a separator/cyclone and a baghouse for their facility in West Manchester Township, York County. The plan approval will contain appropriate conditions designed to keep the source operating within all applicable air quality requirements.

   67-05098A: Global Stone PenRoc, LP (495 Global Stone Drive, York, PA 17405) for replacement of both a rotary dryer burner and associated dust collector at their roofing plant (West Operations) in West Manchester Township, York County. There are no expected increases in particulate matter emissions as a result of the replacements. The plan approval and ensuing update to the facility wide operating permit shall contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

   49-308-002: Jeff's Auto Body and Recycling Center, Inc. (R. R. 1, Box 318, Paxinos, PA 17860) for the construction of an aluminum ''sweat'' furnace (an aluminum scrap melting furnace) in Shamokin Township, Northumberland County.

   The respective furnace will be used to melt the aluminum out of ''irony aluminum'' automotive, and the like, scrap (scrap consisting of both iron and aluminum). The air contaminant emissions from the furnace will be controlled by a thermal afterburner. The resultant air contaminant emissions will be up to .239 ton of NOx, .032 ton of CO, .017 ton of SOx, .008 ton of hydrocarbons, .007 ton of PM and .0014 gram of dioxins/furans per year.

   The Department's review of the information contained in the application indicates that the proposed sweat furnace will comply with all applicable regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12 and Subpart RRR of the National Emission Standards for Hazardous Air Pollutants (40 CFR 63.1500--63.1519, National Emission Standards for Hazardous Air Pollutants for Secondary Aluminum Production). Based on this finding, the Department intends to approve the application and issue plan approval.

   The following is a summary of the conditions the Department proposes to place in the plan approval to ensure compliance with all applicable regulatory requirements:

   1.  The sweat furnace shall be used to process irony aluminum scrap only. At no time shall the furnace be used to process lead scrap nor shall it be used to recover aluminum or copper from insulated wire or cable nor shall it be used as an incinerator to dispose of wastes.

   2.  At no time shall fluxes be used in the sweat furnace.

   3.  The sweat furnace shall be fired with propane only.

   4.  The sweat furnace shall not be operated more than 2,080 hours in any 12 consecutive month periods.

   5.  The sweat furnace shall not be operated if the afterburner is inoperable.

   6.  The sweat furnace shall be equipped with instrumentation to monitor and record the flue gas temperature at the exit of the furnace and afterburner exhaust stack.

   7.  At any time scrap is being processed in the sweat furnace, a flue gas temperature of at least 1,600°F shall be maintained at the temperature sensor at the exit of the furnace and afterburner exhaust stack. No scrap shall be placed into the furnace at any time the temperature is less than 1,600°F.

   8.  The sweat furnace shall be attended by an operator at all times it is in operation.

   9.  The particulate matter emissions from the sweat furnace shall not exceed .02 grain per dry standard cubic foot. The visible air contaminant emissions shall not exceed 10% opacity at any time. The dioxin/furan emissions (on a TEQ or toxicity equivalents basis) shall not exceed .00000000035 grain per dry standard cubic foot corrected to 11% oxygen.

   10.  The sweat furnace shall comply with all applicable requirements of Subpart RRR of the National Emission Standards for Hazardous Air Pollutants, 40 CFR 63.1500--63.1519.

   11.  Records shall be maintained of the number of hours the sweat furnace is operated each month. All records and all temperature records generated by the continuous stack temperature monitoring and recording instrumentation shall be retained for at least 5 years and shall be made available to the Department upon request.

   OP-63-00096: Union Electric Steel Corp. (726 Bell Avenue, Carnegie, PA 15106) for their Harmon Creek facility in Smith Township, Washington County. This Department initiated revisions to the permit by inclusion of the following changes:

   1.  Revision of the following condition under the Site Level, Recordkeeping requirements to satisfy the EPA's comments:

   ''At a minimum, monthly steel production and fuel usage shall be monitored and recorded and used in conjunction with approved emission factors to ensure compliance with the elective NOx and CO emission restrictions.''

   2.  Removal of duplicate requirements at Source Level, Source ID 101, Conditions 002 and 007.

   3.  Listing of Insignificant activities to Section H, Miscellaneous Section including activities related to roadways from the slag handling, lathes in the machining area and miscellaneous space heaters.

   4.  Listing of 40 CFR 60.273a requirements under Source Level Section, Source ID No. 101, Monitoring Requirements.

OPERATING PERMITS

   22-05026: Eldorado Properties Corp. (900 Eisenhower Boulevard, Harrisburg, PA 17105) for operation of a loading rack for bulk petroleum product loading at their Lucknow Terminal in the City of Harrisburg, Dauphin County. This Title V Operating Permit is being renewed. The renewal will contain monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

   36-05025:  Texas Eastern Transmission LP (P. O. Box 1642, Houston, TX 77251-1642) for a Title V Operating Permit Renewal to operate a natural gas compressor station at their Marietta Compressor Station in East Donegal Township, Lancaster County. The facility's major sources of emissions include natural gas fired turbine driven and engine driven compressors and a generator that primarily emit NOx. The Title V operating permit contains monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

   53-00007: Dominion Transmission Inc. (625 Liberty Avenue, Pittsburgh, PA 15222) for renewal of the Title V Operating Permit for the State Line natural gas storage and transmission facility in Genesee Township, Potter County. The facility is currently operating under Title V Operating Permit 53-00007, which was issued July 31, 1998. The facility's main sources include three 1,110 horsepower natural gas fired internal combustion gas transmission engines, one 1,350 horsepower natural gas fired internal combustion gas transmission engine and a natural gas fired dehydration system which have the potential to emit major quantities of CO, NOx and VOCs. The facility has the potential to emit PM10, SOx and HAPs below the major emission thresholds. The facility is subject to all applicable regulatory requirements of Reasonably Available Control Technology for NOx and VOC emissions. The proposed Title V operating permit contains all applicable regulatory requirements including monitoring, recordkeeping and reporting conditions.

   14-00005: Department of Corrections/Rockview State Correctional Institution (P. O. Box A, Bellefonte, PA 16823) for renewal of the Title V Operating Permit for the facility in Benner Township, Centre County. The facility is currently operating under Title V Operating Permit 14-00005, which was issued June 4, 1998. The facility's sources include three bituminous coal fired boilers, three diesel generators and two No. 2 fuel oil tanks. The facility has the potential to emit major quantities of NOx, SOx, CO and PM10. The facility has the potential to emit VOCs and HAPs below Title V emission thresholds. The proposed Title V operating permit contains all applicable requirements including Federal and State regulations. In addition, monitoring, recordkeeping and reporting conditions regarding compliance with all applicable requirements are included.

The facility's sources are two boilers. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements

   09-00132: McAdoo and Allen, Inc. (201 S. Hellertown Avenue West Quakertown, PA 18951) for operation of their pigments dispersions manufacturing facility in West Goshen Township, Chester County. The permit is for a non-Title V (State-only) facility. The facility's main sources include: two natural gas fired boilers, six no. 2 fuel oil fired boilers, a chip manufacturing process consisting of rollmills and blenders. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

   09-00096: Farm and Home Oil Co. (3115 State Road, Telford, PA 18969) in West Rockhill Township, Bucks County. The permit is for a non-Title V (State-only) facility. The facility's sources include two USTs, four aboveground storage tanks and a loading rack. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

   09-00025: Delbar Products, Inc. (Seventh and Spruce Streets, Perkasie, PA 18944) for operation of their production facility in Perkasie Borough, Bucks County. The permit is for a non-Title V (State-only) facility. Major sources of air emissions include two boilers and a vapor degreaser. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

   48-399-052: Bethlehem Contracting Co. (P. O. Box 40, Bath, PA 18014) for operation of a steel shot blast booth and associated air cleaning device (fabric collector) in East Allen Township, Northampton County. The facility is a non-Title V facility. The particulate emissions from the process will be less than 0.02 grain/DSCFT. The operating permit will include monitoring, reporting and recordkeeping requirements designed to keep the source operating within all applicable air quality requirements.

   48-318-134: Bethlehem Contracting Co. (P. O. Box 40, Bath, PA 18014) for operation of paint spraying operations and associated air cleaning devices in East Allen Township, Northampton County. The facility is a non-Title V facility. Annual VOC emissions from the paint spraying operations will be 23.3 tons per year of which 10.8 tons per year will be HAPs. The particulate emissions from the process will be controlled through the use of filter panels and will be less than 0.02 grain/DSCFT. The Operating Permit will include monitoring, reporting and recordkeeping requirements designed to keep the source operating within all applicable air quality requirements.

   40-399-050: Genova Products (502 Forest Road, Humboldt Industrial Park, Hazleton, PA 18202) for operation of a new PVC trimming operation which will be controlled by the use of a baghouse at their facility in Hazle Township, Luzerne County. The new line will not emit particulate emissions more than 0.02 grain/dscf. The Operating Permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

   54-301-040A: MAGDALENE (Ruth Ann Brouse, P. O. Box 215, Ringtown, PA 17967) for operation of a second new human crematory incinerator at their facility in Ringtown, Schuylkill County. The unit will have a rated capacity of 150 lbs/hr and fire on natural gas. The minimum operating temperature of 1,800°F shall be maintained with a minimum gas retention time of 1 second. Particulate emissions shall not exceed 0.08 grain/dscf, corrected to 7% O2. Visible air contaminants shall not be emitted in a manner that the opacity of the emissions is equal to or greater than 10% for a period or periods aggregating more than 3 minutes in any 1 hour or equal to or greater than 30% at any time. The Operating Permit will include monitoring and recordkeeping requirements designed to keep the source operating within all applicable air quality requirements.

   40-328-005: Transcontinental Gas Pipeline Corp. (P. O. Box 1396, Houston, TX 77251-1396) for operation of the existing natural gas turbine, Unit No. 6, increasing the horsepower from 12,600 to 15,000 and retrofitted with SoLoNOx technology at their facility in Buck Township, Luzerne County. NOx emissions will not exceed 42 ppm from 6 and will not operate more than 3,120 hours/year. The company currently has a Title V Permit 40-00002. The Operating Permit will include testing, monitoring, recordkeeping and reporting requirements designed to keep the sources operating within all applicable air quality requirements. The Plan Approval will, in accordance with 25 Pa. Code 127.450, be incorporated into the Title V Operating Permit through an administrative amendment at a later date.

   01-05022A: Knouse Foods Cooperative, Inc. (P. O. Box 807, Biglerville, PA 17307) for operation of their Orrtanna fruit processing facility in Hamiltonban Township, Adams County. There is a potential to emit 127 tons per year of SOx, 34 tons per year of NOx, 12 tons per year of PM and 8 tons per year of CO. The State-only Operating Permit will include monitoring, recordkeeping, reporting requirements, emission restrictions and work practice standards designed to keep the facility operating within all applicable air quality requirements.

This operation emits 10 tons per year of VOCs, 2.4 tons per year of NOx, 2 tons per year of CO and less than 1 ton each of HAPs, PM and SO2 to be emitted. A thermal oxidizer controls the VOC emissions from the heat set presses. Conditions for monitoring, recordkeeping and operating are included to keep the facility operating within the applicable air quality requirements.

COAL AND NONCOAL MINING ACTIVITY APPLICATIONS

Where a 401 Water Quality Certification is needed for any aspect of a particular proposed mining activity, the submittal of the permit application will serve as the request for certification.

   Written comments, objections or requests for informal conferences on applications may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the same address within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121--77.123 and 86.31--86.34.

   Where any of the mining activities listed will have discharges of wastewater to streams, the Department will incorporate NPDES permits into the mining activity permits issued in response to these applications. NPDES permits will contain, at a minimum, technology-based effluent limitations as identified in this notice for the respective coal and noncoal applications. In addition to the previous, more restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining which may occur will be incorporated into a mining activity permit, when necessary, for compliance with water quality standards (in accordance with 25 Pa. Code Chapters 93 and 95). Persons or agencies who have requested review of the NPDES permit requirements for a particular mining activity within the previously mentioned public comment period will be provided with a 30 day period to review and submit comments on those requirements.

   Written comments or objections should contain the name, address and telephone number of the person submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based. Requests for an informal conference must contain the name, address and telephone number of requestor; application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor wishes to have the conference conducted in the locality of the proposed mining activities.

   The permit application proposes to remove the existing timber deck ''I'' beam bridge structure and replace it with a prestressed concrete bridge structure with a clear span of 51.5 feet and an underclearance of 9 feet. The proposed structure is also intended to remain on the existing horizontal alignment. The permit proposes to impact 100 feet of the West Branch of the Genesee River (HQ-CWF). This project does not intend to impact any wetlands.

   The application proposes to install an 8-foot diameter by 25-foot long corrugated metal pipe with precast concrete wing walls. The project intends to impact 50 feet of Willis Run (WWF) and does not intend to impact any wetlands.

   E59-442. Middlebury Township Supervisors, R. R. 2, Box 293A, Middlebury Center, PA 16935. Bridge Replacement in Middlebury Township, Tioga County, ACOE Baltimore District (Elkland, PA Quadrangle N:  1.4 inches; W:  12.2 inches).

   The applicant is proposing to remove the existing bridge structure and replace it with a reinforced concrete box culvert. The proposed culvert is intended to be 20 feet by 6.5 feet, depressed 1 foot to allow for a continuous natural steam bed. The proposed structure is designed to pass the 25-year storm with no overtopping or backwater. The application also includes plans for flow bypass pipes to allow flow through the construction area during construction. The project proposes to impact 200 feet of Losey Creek (WWF).

The applicant proposes to remove the existing 30-foot steel open deck railroad bridge, to construct and maintain a new concrete ballast deck railroad bridge on the existing; to repair the existing concrete of the abutments and to construct and maintain a 6-inch concrete encasement on the face of both wall abutments. The bridge will have a span of approximately 23.9 feet and underclearance of approximately 12.1 feet. The bridge spans over a tributary to the Beaver River (WWF) locally known as Trough Run. The bridge is along the left bank side of the Beaver River, approximately 3,000 feet north of the railroad crossing with the 10th Street Bridge. This project proposes to impact approximately 95 feet of the tributary to the Beaver River.

   E56-322. Somerset Township Supervisors, 2209 North Center Avenue, Somerset, PA 15501-9344. Somerset Township Road T-524 Sechler Road Bridge in Somerset Township, Somerset County, Pittsburgh ACOE District (Somerset, PA Quadrangle N:  7.43 inches; W:  9.06 inches). The applicant proposes to extend and maintain an existing 20.1-foot long single span having a normal span of 18.0 feet and an underclearance of 5.5 feet across an unnamed tributary to East Branch Coxes Creek (WWF), 4.0 feet upstream and 4.0 feet downstream for the purpose of improving transportation safety and roadway standards. The project is on Sechler Road (T-524).

Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Environmental Hearing Board (Board) through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board.
