   15-00014:  Saint Gobain Performance Plastics/Malvern (57 Morehall Road Malvern, PA 19355) on January 17, 2003, the Title V Operating Permit was issued as an Administrative Amendment to incorporate two typographical errors in the permit for their facility in East Whiteland Township, Chester County. The VOC limit for Source 101 was corrected from 8 tons per year to 15 tons per year and the contact person on the title page was amended. The Administrative Amendment of the Title V Operating Permit was issued under the Air Pollution Control Act (35 P. S. §§ 4001--4015) and 25 Pa. Code § 127.450. The initial permit was issued April 30, 2001.

   15-00010:  Bethlehem Steel Corp.--Coatesville (139 Modena Road, Coatesville, PA 19320) for operation of a steel making, ingot and slab conditioning, rolling mills, heat treating and plate finishing facility in Coatesville City, Chester County. The issued Title V Operating Permit has been amended to resolve issues pertaining to an appeal. The amended Title V Operating Permit will contain additional monitoring, recordkeeping, reporting and work practice standards to keep the facility operating within all applicable air quality requirements. The permit is being amended to incorporate following changes:

   *  Section A, Site Inventory List, Source 181--corrected typographical error under source map to change the stack labeled Z101 to Z100.

   *  Section A, Site Inventory List, Source 035--added source map.

   *  Section C, Site Level Requirements, Condition No. 019--amended condition to refer to Section A and G.

   *  Section C, Site Level Requirements, Subsection VIII (Compliance Certification)--revised the deadline date for submission to October 15, 2002.

The facility, because it is a major source of VOC emissions, is a Title V facility and is therefore subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G.

   24-00079:  Osram Sylvania, Inc. (835 Washington Road, St. Marys, PA 15857) for operation of a Natural Minor operating permit for emissions from the assembly of light bulbs in the Borough of St. Marys, Elk County.

   37-000-023:  Orion Power Midwest--New Castle Power Plant (Washington Street, New Castle, PA 16103) on January 23, 2003, for reissuance of an Acid Rain permit which was issued on December 24, 1997, and revised on January 13, 1999, in Taylor Township, Lawrence County. The reissued permit expires on December 31, 2007. Orion Power Midwest--New Castle Power Plant air emission sources are three coal-fired boilers. The facility, because the boilers are listed in Table 2 (Phase II Allowance Allocations) of 40 CFR 73.10, is a Title IV facility and is therefore subject to the Acid Rain requirements adopted in 25 Pa. Code Chapter 127, Subchapter G.

The State-only Operating permit was revised to incorporate an emergency fire pump from a Request for Determination that was completed on October 9, 2002. Changes to the State-only Operating Permit were made under 25 Pa. Code § 127.450. Monitoring, recordkeeping and reporting requirements have been added to the permit to address applicable limitations.

The de minimis increase is the result of the replacement of gear boxes with lower ratios to allow the no. 20 Carlite line (Source 161) to increase line speed from 290 to 330 feet per minute, resulting in a potential 14% increase in line capacity (approximately 11,000 ship tons). This facility states that this modification will not affect upstream sources at the facility and there are no downstream sources. The only increases in air emissions are from the combustion of natural gas from the no. 20 Carlite Line Drying Furnace. This is a list of the de minimis increases as required by 25 Pa. Code § 127.449(i).
