AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS
NEW SOURCES AND MODIFICATIONS The Department of Environmental Protection (Department) has developed an ''integrated'' plan approval, State operating permit and Title V operating permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the public. This approach allows the owner or operator of a facility to complete and submit all the permitting documents relevant to its application one time, affords an opportunity for public input and provides for sequential issuance of the necessary permits.
The Department has received applications for plan approvals and/or operating permits from the following facilities.
Copies of the applications, subsequently prepared draft permits, review summaries and other support materials are available for review in the regional office identified in this notice. Persons interested in reviewing the application files should contact the appropriate regional office to schedule an appointment.
Persons wishing to receive a copy of a proposed plan approval or operating permit must indicate their interest to the Department regional office within 30 days of the date of this notice and must file protests or comments on a proposed plan approval or operating permit within 30 days of the Department providing a copy of the proposed document to that person or within 30 days of its publication in the Pennsylvania Bulletin, whichever comes first. Interested persons may also request that a hearing be held concerning the proposed plan approval and operating permit. Comments or protests filed with the Department regional offices must include a concise statement of the objections to the issuance of the Plan approval or operating permit and relevant facts which serve as the basis for the objections. If the Department schedules a hearing, a notice will be published in the Pennsylvania Bulletin at least 30 days prior the date of the hearing.
Persons with a disability who wish to comment and require an auxiliary aid, service or other accommodation to participate should contact the regional office identified before the application. TDD users should contact the Department through the Pennsylvania AT&T Relay Service at (800) 654-5984.
Final plan approvals and operating permits will contain terms and conditions to ensure that the source is constructed and operating in compliance with applicable requirements in 25 Pa. Code Chapters 121--143, the Federal Clean Air Act (act) and regulations adopted under the act.

GlaxoSmithKline is a Title V Facility. This generator is subject to New Source Performance Standards. The Plan Approval will contain monitoring, recordkeeping and operating restrictions designed to minimize emissions and keep the facility operating within all applicable air quality requirements.

54-399-043: Hexcel Corp. (P. O. Box 179, Pottsville, PA 17901-0179) for operation of a facility that specializes in the aerospace industry in Pottsville, Schuylkill County. The primary focus of the plant is to add value to honeycomb materials. The facility receives raw materials from different sources and manufactures aerospace parts according to customer blueprints and specifications. The processes involved include sawing, forming, bonding and curing and NC machining of various types of honeycomb materials. The uses of solvents are used for to clean tool molds for the honeycomb bonding processes. The uses of the types of solvents listed in the application are required per customer specifications. Expected total VOCs emissions will be 5.2 tpy from the facility. The company will operate the facility and maintain the sources in accordance with the good engineering practices to assure proper operation of sources. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.
54-308-025: SAPA Extrusions, Inc. (53 Pottsville Street, Cressona, PA 17929) for modification of their existing M8 and M9 Melting Furnaces to include oxygen injection and a charging machine and to install a new cyclone/baghouse with dry sorbent injection to control emissions in Cressona Borough, Schuylkill County. The current production limit for the furnaces will remain unchanged along with the fuel usage limitations. The furnaces are subject to 40 CFR Part 60, Subpart RRR, New Source Performance Standards for Stationary Sources--Secondary Aluminum Production, and shall comply with all applicable requirements of this Subpart. SAPA Extrusion is a major facility subject to Title V permitting requirements. The company currently has a Title V Permit 54-00022. The plan approval will include all appropriate monitoring, recordkeeping and reporting requirements designed to keep the furnaces operating within all applicable air quality requirements. The Plan Approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V Operating Permit through an administrative amendment at a later date. 06-05064B: Sunoco Partners Market & Terminal, LP (525 Fritztown Road, Sinking Spring, PA 19608-1509) for installation of a vapor recovery unit at their Montello Terminal in Spring Township, Berks County. The unit is subject to 40 CFR 63, Subpart R, ''National Emission Standards for Gasoline Distribution Facilities (Bulk Gasoline Terminals and Pipeline Breakout Stations).'' Emissions as a result of the project are not expected to increase. The facility currently has a Title V operating permit No. 06-05064. The plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V operating permit through an administrative amendment at a later date.
07-05041A: Diversapack, LLC (13985 South Eagle Valley Road, Tyrone, PA 16686) for installation of a flexographic printing operation and regenerative thermal oxidizer in Snyder Township, Blair County. VOC emissions from the facility will be limited to 50 tpy. The plan approval will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations.
28-03056A: Texas Eastern Transmission, Inc.--Chambersburg Compressor Station (3351 Molly Pitcher Highway, Chambersburg, PA 17201-9204) for construction of an engine generator at a natural gas compressor station in Chambersburg Borough, Franklin County. The fugitive VOC emissions worst case potential is approximately 48 tpy including about 30 tons intermittently from pipes, valves and flanges during scheduled or unscheduled repair or maintenance. The source will be incorporated into a facility wide natural minor operating permit No. 28-03056 upon installation. The source is controlled with good engineering practice, and monitoring, recordkeeping and reporting.
44-05001C: Standard Steel, LLC (500 North Walnut Street, Burnham, PA 17009) for construction of a 260,000 baghouse and retrofit modification to an existing 360,000 cfm baghouse in Phase 1 and extension at the baghouses ducts to EAFs roof monitors as appropriate in Phase 2, located at Burnham Borough, Mifflin County. This plan approval is to meet the new MACT Subpart YYYYY standard for PM. The plan approval will contain emission restriction, monitoring and recordkeeping provisions. This plan approval will be incorporated into the facility's Title V operating permit no. 44-05001 by administrative amendment in accordance with 25 Pa. Code § 127.450, and the permit shall include additional work practice standards, and restrictions, monitoring, recordkeeping and reporting designed to keep the facility operating within all air quality requirements.
67-03078B: Snyder's of Hanover, Inc. (P. O. Box 917, Hanover, PA 17331-6917) for modification to a baked chip line into pretzel production line at Hanover Borough in Penn Township, York County. The primary emissions from the source will be VOCs. The plan approval will contain emissions restriction, monitoring and recordkeeping provisions. This plan approval will be incorporated into the facility's natural minor operating permit No. 67-03078 by administrative amendment in accordance with 25 Pa. Code § 127.450, and the permit shall include additional work practice standards designed to keep the facility operating within all air quality requirements.

24-165A: Elkhorn Gas Processing, LLC (15470 Route 6, Warren, PA 16365) for construction of a gas processing plant consisting of three compressor engines, a dehydrator and a storage tank in Jones Township, Elk County. This is a State-only facility. The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the State-only operating permit through an administrative amendment at a later date. The source shall comply with the following conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate BAT for the source:
* Heat Medium Heater (Source 101):
* Subject to 25 Pa. Code §§ 123.11 and 123.22.
* The heater shall burn natural gas fuel only.
* The permittee shall maintain a record of all preventative maintenance inspections of the source. These records shall, at a minimum, contain the dates of the inspections, any problems or defects, the actions taken to correct the problem or defects, and any routine maintenance performed. Recordkeeping shall commence at the time of the start-up of each source.
* The permittee shall maintain a record of the following from the operational inspections. Recordkeeping shall commence at the time of the start-up of each source.
* Operational check performed.
* The permittee shall perform a daily operational inspection of the source for any day the source is in operation.
* The permittee shall install, maintain and operate the source in accordance with the manufacturer's specifications and in accordance with good air pollution control practices.
Refrigeration Compressor (Source 102):
* Subject to 25 Pa. Code § 123.21.
* The internal combustion engine shall be designed and operated so emissions do not exceed the following:
* NOx at rated brake horsepower and operating at rated speed--2.0 gms/bhp-hr for gas fired units;
* VOC at rated brake horsepower and operating at rated speed--1.9 gms/bhp-hr;
* CO at rated brake horsepower and operating at rated speed--1.4 gms/bhp-hr; and,
* At operating conditions less than rated capacity, internal combustion engines shall, on a pounds per hour basis, emit no more than they emit at rated brake horsepower and rated speed.
* Visible emissions in excess of the following limitations:
* Equal to or greater than 10% for a period or periods aggregating more than 3 minutes in any 1 hour.
* Equal to or greater than 30% at any time.
* The emission limitations shall apply at all times except during periods of start-up and shut-down, provided, however, that the duration of start-up and shut-down do not exceed one hour per occurrence.
* This source is subject to 25 Pa Code §§ 123.1 and 123.31 for fugitive and odor emissions, respectively.
* No person may permit the emission into the outdoor atmosphere of PM in a manner that the concentration of PM in the effluent gas exceeds 0.02 gr/dscf.
* The stack test shall be conducted for NOx, CO and VOC (NMOC). In lieu of performing a stack test, the facility may show compliance with the emission limitations by the use of a Department of Environmental Protection (Department) approved portable analyzer. Testing shall be performed initially and annually thereafter.
* The permittee shall maintain comprehensive accurate records which, at a minimum, shall include the following. Recordkeeping shall commence at the time of the start-up of each source.
* The number of hours that each engine operated on a 12-month rolling total.
* The amount of fuel used in each engine on a 12-month rolling total.
* When a new internal combustion engine is installed and is required to conduct a performance test, the permittee shall maintain records or report the following. Recordkeeping shall commence at the time of the start-up of each source.
* Records including a description of testing methods, results, all engine operating data collected during the tests, and a copy of the calculations performed to determine compliance with emission standards.
* Copies of the report that demonstrates that the engines were operating at rated brake horsepower and rated speed conditions during performance testing.
* These records shall be retained for a minimum of 5 years and shall be made available to the Department upon request. The Department reserves the right to expand the list contained in this condition as it may reasonably prescribe pursuant to the provisions of section 4 of the Pennsylvania Air Pollution Control Act (35 P. S. §§ 4001--4015), and as it may deem necessary to determine compliance with any condition contained herein.
* The permittee shall maintain a record of all preventative maintenance inspections of the source. These records shall, at a minimum, contain the dates of the inspections, any problems or defects, the actions taken to correct the problem or defects, and any routine maintenance performed. * Monthly records of VOC emissions from this source using GRI's ''Gly Calc'' procedure or by using an alternative method approved by the Department.

These records shall, at a minimum, contain the dates of the inspections, any problems or defects, the actions taken to correct the problem or defects, and any routine maintenance performed. OPERATING PERMITS
Intent to Issue Title V Operating Permits under the Air Pollution Control Act (35 P. S. §§ 4001--4015) and 25 Pa. Code Chapter 127, Subchapter G.

23-00001: Sunoco Inc.--R & M Marcus Hook Refinery (100 Green Streets, Marcus Hook, PA 19061) for operation of a Petrochemical refinery in Marcus Hook Borough, Delaware County. The Administrative Amendment is to incorporate plan approval 23-0001Z into this Title V operating permit. This resulted in the creation of four new boilers, numbered 031, 032--034 that are owned by Sunoco, Inc, but operated by FPL Energy. This amendment also addresses a change in the chemical loading limitations of previously permitted Source Number 609 to allow operational flexibility for benzene and cyclohexane loading. As a result of this modification change, aggregate VOC emissions from benzene and cyclohexane will be decreased. As a result of potential emissions of each criteria pollutant, the facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments, and is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. The amendment contains all applicable requirements including monitoring, recordkeeping and reporting for the new sources.

67-03096: Souriau USA, Inc. (25 Grumbacher Road, York, PA 17406) for operation of their electronic connector manufacturing facility in Manchester Township, York County. The facility is subject to 40 CFR Part 63, Subpart N--National Emission Standards for Chromium Emissions From Hard and Decorative Chromium Electroplating and Chromium Anodizing Tanks. The State-only operating permit will include emission restrictions, work practice standards, testing, monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements. This is a renewal of the State-only operating permit issued in 2002.

10-00287: Minteq International, Inc. (395 Grove City Road, Slippery Rock, PA 16057), for a Synthetic Minor Permit to operate nonclay refractories in Slippery Rock Township, Butler County. Emissions sources associated with this facility include line mixers 1, 2 and 4, batching mixer, nine dryers, three kilns, five line mixers and mold shop. The facility has taken a restriction on VOC emission from the facility. The VOC emission shall not exceed 49 tpy. Thus, the facility is now synthetic minor.

13-316-001: Keystone Pellet, Inc. (5405 Hoffman Drive S, Schnecksville, PA 18078) for construction and operation of a wood palletizing facility for their facility to be in Lower Towamensing Township, Carbon County.
In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (Department) has received and intends to issue a Plan Approval to Keystone Pellet, Inc. (5405 Hoffman Drive S, Schnecksville, PA 18078) for their facility to be in Lower Towamensing Township, Carbon County. This Plan Approval No. 13-316-001 will be incorporated into a Synthetic Minor Permit through an administrative amendment at a later date.
Plan Approval No. 13-316-001 is for construction and operation of a wood palletizing facility. PM emissions will not exceed 0.02 gr/dscf. The company shall be subject to and comply with 25 Pa. Code § 123.31 for malodorous emissions. The company shall be subject to and comply with 25 Pa. Code § 123.41 for Visible emissions. Emissions will be controlled by the use cyclones and baghouses. These limits will meet BAT requirements for this source. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.
Copies of the application, the Department's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at Air Quality Program, 2 Public Square, Wilkes-Barre, PA 18711.
Any persons wishing to provide the Department with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to the address shown in the preceding paragraph. Each written comment must contain the following:
Name, address and number of the person submitting the comments.
Identification of the proposed permit No. 13-316-001.
A concise statement regarding the relevancy of the information or objections to the issuance of the permit.
A public hearing may be held, if the Department, in its discretion, decides that such a hearing is warranted based on the comments received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or the Pennsylvania Bulletin or by, where the Department determines such notification is sufficient. COAL AND NONCOAL MINING ACTIVITY APPLICATIONS Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1--1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301--3326); The Clean Streams Law (35 P. S. §§ 691.1--691.1001); the Coal Refuse Disposal Act (52 P. S. §§ 30.51--30.66); The Bituminous Mine Subsidence and Land Conservation Act (52 P. S. §§ 1406.1--1406.21). Mining activity permits issued in response to such applications will also address the applicable permitting requirements of the following statutes: the Air Pollution Control Act (35 P. S. §§ 4001--4015); the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27); and the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003).
The following permit applications to conduct mining activities have been received by the Department of Environmental Protection (Department). A copy of the application is available for inspection at the District Mining Office indicated above each application. Where a 401 Water Quality Certification is needed for any aspect of a particular proposed mining activity, the submittal of the permit application will serve as the request for the certification.
Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the address of the district mining office indicated above each application within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121--77.123 and 86.31--86.34.
Written comments or objections related to a mining permit application should contain the name, address and number of persons submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.
Requests for an informal conference, or a public hearing, as applicable, on a mining permit application, as provided by 25 Pa. Code §§ 77.123 or 86.34, must contain the name, address and number of the requestor; the application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.
When a National Pollutant Discharge Elimination System (NPDES) number is listed, the mining activity permit application was accompanied by an application for an individual NPDES permit. The Department has made a tentative determination to issue the NPDES permit in conjunction with the mining activity permit, but the issuance of the NPDES permit is contingent upon the approval of the associated mining activity permit.
For coal mining activities, NPDES permits, when issued, will contain effluent limits that do not exceed the technology-based effluent limitations. The proposed limits are listed in Table 1.
For noncoal mining activities, the proposed limits are found in Table 2. Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description below specifies the parameters. The limits will be in the ranges specified in Table 1.
More restrictive effluent limitations, restrictions on discharge volume, or restrictions on the extent of mining that may occur, will be incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91--96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 362-0600-001, NPDES Program Implementation--Memorandum of Understanding Concerning Water Quality Management, NPDES Program Implementation and Related Matters. Other specific factors to be considered include public comments and Total Maximum Daily Loads (TMDLs).
Persons wishing to comment on an NPDES permit application should submit a statement to the Department at the address of the district mining office indicated previously each application within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92.61. The request or petition for a public hearing shall be filed within 30 days of this public notice and shall contain the name, address, number and the interest of the party filing the request, and shall state the reasons why a hearing is warranted. A public hearing may be held if the Department considers the public interest significant. If a hearing is scheduled, a notice of the hearing on the NPDES permit application will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. In the case where a public hearing is held, the Department will consider comments from the public hearing in the final determination on the NPDES permit application.

FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department of Environmental Protection (Department). SR 2064, Section 004 ''Arch St'' Bridge Replacement, in City of Williamsport and Borough of Duboistown, Lycoming County, United States Army Corps of Engineers, Baltimore District (Williamsport, PA Quadrangle N: 41° 13` 33"; W: 77° 02` 38").
The Department of Transportation, Engineering District 3-0 proposes to completely replace the SR 2064 bridge and replace the deck on the SR 3006 bridge. SR 2064 ''Arch St'' is currently a seven span, open grate, steel camelback truss bridge. It will be replaced with a twelve span pre-stressed concrete tee bridge. The existing bridge has a clear roadway width of 19 ft and a total out-to-out width of 30 ft, including a 5 ft pedestrian sidewalk. The proposed structure will have a 24 ft clear roadway width and a total out-to-out width of 45.5 ft including a 5 ft pedestrian sidewalk. Hydraulics submitted with this application show a very slight decrease in the 100 year water surface elevations. The project will utilize a temporary causeway system to construct the bridge and convey the stream during construction. The existing bridge will remain in place to convey traffic during construction. The proposed bridge will be located approximately 75 ft upstream of the existing structure. The existing utilities will be relocated and placed in conduits between the proposed bridge girders. The project located on SR 3006 ''Brook St'' over Mosquito Creek will include a bridge deck replacement and will not result in any impact to the watercourse. The West Branch of the Susquehanna River is classified as a WWF by Title 25, Chapter 93 Water Quality Standards. The project does not propose to impact any jurisdictional wetlands.

To construct, operate and maintain 15.25 miles of 12" natural gas pipeline within the Tioga River Watershed (WWF). Construction of the pipeline will require 16 stream and seven wetland crossings. The project is located at River Mile 10.4, approximately 4,000 feet downstream from Lock No. 2.

Remove the existing SR 403 two lane, 48 ft wide, single span bridge having a total length of 115 ft, and having an underclearance of 6.4 ft; construct and maintain on the same alignment a two lane 45.3 ft wide, single span bridge having a total length of 115 ft with an underclearance of 6.1 ft; and install a downstream and adjacent, construct and remove temporary bridge and causeways, and construct and maintain associated stormwater outfalls over and in Two Lick Creek (TSF) with a drainage area of 41.4 square miles. Remove the existing SR 403 two lane, 45.3 ft wide, single span bridge having a total length of 38 ft, and having an underclearance of 6.6 ft; and construct and maintain on the same alignment a two lane 51.4 ft wide, single span bridge having a total length of 51.4 ft with an underclearance of 6.7 ft; construct and remove temporary causeways; construct and maintain 90 ft of stream mitigation; and construct and maintain associated stormwater outfalls over and in Dixon Run (CWF) with a drainage area of 10.7 square miles.
