Availability of Technical Guidance

Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at http://www.depweb.state.pa.us (DEP Keywords: ''Technical Guidance''). The ''Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Draft Technical Guidance'' heading is the link to the Department's draft technical guidance documents.
The Department will continue to revise its nonregulatory documents, as necessary, throughout 2009.
Ordering Paper Copies of Department Technical Guidance
The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.
In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Interim Final Technical Guidance
DEP ID: 580-0100-001. Title: Accident Reporting Requirements. Description: Technical guidance document 580-0100-001 contains guidelines relative to the reporting of accidents underground bituminous coal mine site. Underground bituminous coal mining is highly specialized, technical and complex, and requires frequent review, refinement, and improvement of standards to protect the health and safety of miners. It is the purpose of the Bituminous Mine Safety Act (Act) (52 P. S. §§ 690-101—690708) to use the full extent of the Commonwealth's powers to protect the lives, health, and safety of miners and others in and about underground bituminous mines, and to enable the Commonwealth to respond as necessary and appropriate to accidents and other emergencies at underground bituminous coal mines. It is the policy of the department for mine operators to report all accidents as both generally defined and specifically delineated in Act and to encourage mine operators to report unanticipated incidents if there is any doubt that it may fall within the scope of an ''accident'' as that term is defined in section 104 (definitions: accident) and used in section 109 (accident) of the Act. This technical guidance will be published as interim final with an additional 30-day comment period. Interim Final Guidance—Substantive Revision
DEP ID: 381-5511-014. Title: Guidance on the Solicitation of Disadvantaged Business Enterprise (DBE) Firms. Description: Technical guidance document 381-5511-014 contains guidelines for all recipients of United States Environmental Protection Agency (EPA) funding for water and wastewater infrastructure improvements under the Special Appropriations Assistance Program and the Clean Water and Drinking Water State Revolving Loan Fund and recipients of State funding from the Pennsylvania Infrastructure Investment Authority. The purpose of this document is to establish procedures for the solicitation of disadvantaged business enterprises as defined by the EPA for the construction and upgrade of the Commonwealth's water infrastructure. Substantive revisions are proposed to the guidance to facilitate a more streamlined process for the implementation and documentation of this solicitation effort to ensure compliance with new EPA regulations and guidelines. These revisions include the elimination of the requirement to submit to the Department the entire documentation effort on the use of the Department of General Services web site for the identification of eligible DBE firms.
