03-00125: Peoples Natural Gas Co., LLC—Valley Compressor Station (1201 Pitt Street, Pittsburgh, PA 15221-2029) located in Cowanshannock Township, Armstrong County. The facility's major source of emissions include five internal combustion engines, a dehydration unit, storage tanks, an emergency generator and a thermal oxidizer controlling VOC emissions from the dehydration unit. In addition to VOC, the primary pollutants emitted from this facility include NOx and CO from the combustion sources. The permit is being amended to revise the permitee's name as well as the responsible official's name and phone number.

 All in-stream construction, repair and maintenance work shall be conducted in dry work conditions by boring, dam and pumping, fluming or diverting stream flow around work areas. Since Healey Hollow and Reed Run are wild trout fisheries, no construction or future repair work shall be done in or along the stream channels between October 1 and December 31 without prior written approval from the Fish and Boat Commission. This permit also authorizes the construction, operation, maintenance and removal of temporary stream diversions, flumes, cofferdams, roadways and causeways necessary for pipeline construction and repair. The 0.003-acre of wetland impact incurred for activities authorized herein shall be temporary. The project is located along the northeastern and southwestern right-of-way of Card Creek Road approximately 1.1-mile northwest of Reed Run and Card Creek Roads (Keating Summit, PA Quadrangle Latitude: 41° 43` 10.77"; Longitude: 78° 09` 29.36") in Keating Township, Potter County. The crossing is located near the intersection SR 3001 and Chestnut Street (T-453), 0.5 mile south of the intersection with SR 0006 in Gaines Township, Tioga County. This project will not impact Pine Creek, which is, designated an Exceptional Value Fishery and impact 0.0 acres jurisdictional wetlands. There are no proposed wetland impacts.
