LAND RECYCLING AND

The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.908).

 Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, shall also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a Site-Specific Standard remediation. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media; benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

PG Energy Former Scranton Green Ridge Gas Holder Site, Albright Avenue and Marion Street, Scranton City, Lackawanna County. John Roberts, Stantec Consulting Services, Inc., 400 Davis Drive, Suite 400, Plymouth Meeting, PA 19462 has submitted a Cleanup Plan (Remedy Selection/Remedy Design Report) (on behalf of his client, UGI Penn Natural Gas, Inc., P. O. Box 12677, Reading, PA 19612-2677), concerning the remediation of soil and groundwater found to have been impacted by arsenic and benzo(a)pyrene and the remediation of soil found to have been impacted by lead. The impact is due to the historical operations at a former storage facility of manufactured coal gas. The applicant proposes to remediate the site to meet the Statewide Health Standard for soil and groundwater and the Site-Specific Standard for soil. A public notice regarding the submission of Cleanup Plan (Remedy Selection/Remedy Design Report) was published in The Scranton Times on July 15, 2010.

U. S. Steel Frozen Hollow Site, Vandergrift Borough, Westmoreland County. Civil and Environmental Consultants, Inc., 333 Baldwin Road, Pittsburgh, PA 15205 on behalf of U.S. Steel Corporation, 600 Grant Street, Room 2656, Pittsburgh, PA has submitted a Cleanup Plan concerning the remediation of site soil contaminated with lead, manganese and thallium. Exceeding groundwater MSCs was limited to aluminum, iron, lead and manganese. The Cleanup Plan was noticed in the Pittsburgh Post-Gazette on July 9, 2010.

LAND RECYCLING AND

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.908).

Plans and reports required by provisions of the act for compliance with selection of remediation to a Site-Specific Standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by provisions of the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

If information concerning a final report is required in an alternative form, contact the Community Relations Coordinator at the appropriate regional office. Former Gary Gray Property, 5830 River Road/103 Deming Road, Upper Mount Bethel Township, Northampton County. Keith A. Valentine and Christopher T. Kotch, Barry Isett & Associates, Inc., P. O. Box 147, 85 South Route 100 and Kressler Lane, Trexlertown, PA 18087 have submitted a Final Report (on behalf of their client, Voltaix, LLC, 197 Meister Avenue, Branchburg, NJ 08876), concerning the remediation of soil found to have been impacted by arsenic as a result of historical operations at the site, which included the storage of vintage vehicles (for example, fire engines) and other vintage equipment. The Report documented attainment of the Residential Statewide Health Standard for soils and was approved on July 21, 2010.

Durrett Sheppard Steel Company/Antietam Road Diesel Fuel Release, Alsace Township, Berks County. Marshall Geoscience, Inc., 170 East First Avenue, Collegeville, PA 19426, on behalf of Durrett Sheppard Steel Company, Inc., 6800 East Baltimore Street, Baltimore, MD 21224, submitted a Final Report concerning remediation of site soils and surface water contaminated with diesel fuel released in a tractor-trailer accident. The Final Report demonstrated attainment of the Residential Statewide Health Standard, and was approved by the Department of Environmental Protection on July 22, 2010.

Box 10, Mifflinville, PA 18631 on behalf of Robert Fontana, 165 Fayette Avenue, Buffalo, NY 14223 has submitted within 90 days of the release a Final Report concerning remediation of site soil contaminated with No. 2 fuel oil. The Final Report demonstrated attainment of the Statewide Health Standard and was approved by the Department of Environmental Protection on July 21, 2010.

Bingham Station (Bingham Pump Station), Keating Township, McKean County. URS Corporation, Foster Plaza 4, 501 Holiday Drive, Suite 300, Pittsburgh, PA 15220 on behalf of Pennzoil-Quaker State Company, d/b/a SOPUS Products, has submitted a Combined Remedial Investigation, Risk Assessment, and Final Report concerning remediation of site soil contaminated with 1,3,4-trimethylbenzene [1,2,4-trimethylbenzene], cyclohexane, arsenic, lead, and selenium; and groundwater contaminated with 1,2,3-trichloropropane, 1,3,4-trimethylbenzene [1,2,4-trimethylbenzene], cyclohexane, bis[2-ethylhexy]-phthalate, arsenic and lead. The Combined Remedial Investigation, Risk Assessment, and Final Report demonstrated attainment of the Site-Specific Standard and was approved by the Department of Environmental Protection on July 9, 2010.

Former National Transit Company Pipeyard Site, Cornplanter Township, Venango County. URS Corporation, Foster Plaza 4, 501 Holiday Drive, Suite 300, Pittsburgh, PA 15220 on behalf of Pennzoil-Quaker State Company, 12700 Northborough, Suite 300 E11, Houston, TX 77067 has submitted a Combined Re- medial Investigation/Risk Assessment/Final Report concerning the remediation of site soil contaminated with anthracene, benzo[a]anthracene, benzo[a]pyrene, benzo[b]fluoranthene, benzo[g,h,i]perylene, chrysene, cumene, 1,2-dibromoethane, 1,2-dichloroethane, fluorene, indeno[1,2,3-cd]pyrene, methyl tert-butyl ether, naphthalene, phenanthrene, pyrene, toluene, lead, benzene, ethylbenzene, o-Xylene, m-Xylene, and p-Xylene; and site groundwater contaminated with anthracene, benzo[a]-anthracene, benzo[a]pyrene, benzo[b]fluoranthene, benzo[g,h,i]perylene, chrysene, cumene, 1,2-dibro-moethane, 1,2-dichloroethane, fluorene, indeno[1,2,3-cd]-pyrene, naphthalene, phenanthrene, pyrene, toluene, ethylbenzene, o-Xylene, m-Xylene, p-Xylene, lead, methyl tert-butyl ether, and benzene. 65-00946: Peoples Natural Gas Co., LLC—West Fairfield Compressor Station (1201 Pitt Street, Pittsburgh, PA 15221) located in Fairfield Township, Westmoreland County. The facility's major source of emissions includes one internal combustion compressor engine rated at 7.4 mmBtu/hr and fugitive emissions. The permit is being amended to identify a change in the owner's name. In addition, a new responsible official has been designated and alternate responsible officials have been added to Section G of the permit.  To modify and maintain a 24-foot wide, 190-foot long road crossing through 0.10 acre of PFO wetlands (EV) within the Swiftwater Creek Watershed (HQ-CWF) consisting of rock fill and twelve 12-inch diameter cross pipes spaced at 10-foot intervals. The modification includes the construction of four additional 12-inch diameter cross pipes. The permittee is required to provide for 0.20 acre of replacement wetlands by participating in the Pennsylvania Wetland Replacement Project. The project is located approximately 1.20 miles southeast of the intersection of I-380 and SR 0940 (Pocono Pines, PA Quadrangle Latitude: 41° 5` 22"; Longitude: -75° 23` 32") in Tobyhanna Township, Monroe County.  To remove the existing structure and to construct and maintain a single-span pre-stressed concrete spread box beam bridge, having a clear normal span of 39.0 feet and an average underclearance of 11.0 feet across Mill Creek (CWF, MF). This work was previously authorized under Permit No. E40-626, which expired prior to the commencement of construction. The project is located along West Sidney Street, directly west of the intersection of West Sidney and Coon Streets, approximately 0.8 mile upstream of the intersection of Mill Creek and SR 309 (Pittston, PA Quadrangle Latitude: 41° 16` 7.27"; Longitude: -75° 50` 43.29").  To: (1) remove the existing bridge structure and construct and maintain a 37.7-foot wide, two span bridge having a normal span of 172.8 feet and an underclearance of 17.8 feet across Frankstown Branch Juniata River (TSF, MF); (2) construct and maintain bank stabilization using R-5 rock for a distance of 310.0 feet along the left bank and 205.0 feet along the right bank of the Frankstown Branch Juniata River (TSF, MF) on the downstream side of the bridge; and (3) place and maintain fill in 0.016 acre of exceptional value PEM wetlands, all for the purpose of improving transportation safety and roadway standards. E17-458. Department of Transportation, Engineering District 2-0, 1924 Daisy Street Extension, Clearfield, PA 16830. SR 0053, Section A08 Bridge Replacement over Clearfield Creek in Irvona Borough, Clearfield County, ACOE Baltimore District (Irvona, PA Quadrangle Latitude: 41° 04` 26"; Longitude 78° 19` 37").

 The applicant proposes to replace the existing pony truss bridge structure. This is a design-build project that has three alternatives. The proposed bridge will be either a three span steel bridge or a five span concrete bridge. The proposed bridge will be located approximately 78 ft. upstream of the existing structure. The design will allow for the upgrade of the existing levee and will not result in any increase backwater effects. Clearfield Creek is classified as a Warm Water Fishery. The project proposes to temporarily impact 0.01 acre of wetland will not permanently impact any jurisdictional wetlands. Additionally mid-channel gravel bars will be removed for approximately 50 ft. upstream of the proposed structure to an elevation previously permitted under the Irvona Levee project. This permit also includes 401 Water Quality Certification.

 The applicant is authorized to construct a 12,375 ft2 office building and appurtenant structures on a 6.7 acre parcel adjacent to Beaver Drive within the City of DuBois. The project will result in 2.5 acres disturbed and 0.95 acre of permanent PEM wetland impact. The project is within the Beaver Run Watershed, which has a designated use of Cold Water Fishes. Compensatory wetland mitigation credits (3.86 acres) are available within the existing City of DuBois Wetland Mitigation Area, which is located immediately south of the project area.

 Department of Transportation, Engineering District 3-0 proposes to replace a single span concrete slab bridge with a single span concrete box culvert. The existing structure has a normal span of 18.25 ft., skew of 50°, an underclearance of 6 ft., and a low chord elevation of 714.6 ft. The proposed structure has a normal span of 20 ft., skew of 50°, an underclearance of 6 ft., and a low chord elevation of 714.87 ft. The proposed box culvert will impact approximately 93 ft. of stream channel. The proposed structure will be located on the same horizontal alignment and a slightly higher vertical alignment. The project will temporarily impact 0.02 acre, and permanently impact 0.01 acre of jurisdictional wetland. This project will not require mitigation. The project is located over Hemlock Creek (CWF). The project is located in Hemlock Township, Columbia County. This permit also includes 401 Water Quality Certification.

E49-309. Department of Transportation, Engineering District 3-0, P. O. Box 218, Montoursville, PA 17754-0218. SR 4022, Section 004, Bridge Replacement Project, Rockefeller Township, Northumberland County, ACOE Baltimore District (Trevorton, PA Quadrangle N: 40° 47` 25"; W: 76° 44` 03").

 Department of Transportation, Engineering District 3-0 proposes to replace a single span steel girder bridge with a single span pre-stressed concrete spread box beam bridge. The existing structure has a normal span of 30 ft., skew of 90°, an underclearance of 6.97 ft., and a low chord elevation of 646.08 ft. The proposed structure has a normal span of 34.9 ft., skew of 48°, an underclearance of 8.61 ft., and a low chord elevation of 647.58 ft. The proposed structure will be located on new horizontal alignment that is located slightly downstream. Additionally, 45 ft. of R-6 Rip-Rap will be placed on the downstream left bank for stream bank protection. The proposed structure will also be located on a new vertical alignment, which is higher than the existing structure. The project will impact 0.02 acre of jurisdictional wetland. This project will not require mitigation. The project is located over Little Shamokin Creek (CWF). The project is located in Rockefeller Township, Northumberland County. This permit also includes 401 Water Quality Certification.

E59-497. Department of Transportation, Engineering District 3-0, P. O. Box 218, Montoursville, PA 17754-0218. SR 2005, Section 001, Slide Repair, Pipe Replacement, and Channel Lining, Richmond Township, Tioga County, ACOE Baltimore District (Wellsboro, PA Quadrangle N: 41° 48` 33"; W: 77° 05` 40").

 Department of Transportation, Engineering District 3-0 proposes to replace two concrete pipes, which have a drainage area less than 100 acres, as well as repair a slide induced by saturated side slope soils. The slide will be repaired and grouted R-8 Rip-Rap will be placed in the stream channel for a total of 494 feet. The grout Rip-Rap will be placed to stabilize the steep channel. This project will not impact and jurisdictional wetlands and does not require mitigation. The project is located in Richmond Township, Tioga County. This permit was issued under Section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

To construct stream rehabilitation in the channel of McLaughlin Run (WWF) in the Borough of Bridgeville, Allegheny County, Pittsburgh ACOE District (Bridgeville, PA Quadrangle N: 18.96 inches; W: 13.83 inches, Latitude: 40° 21` 15.8"; Longitude: 80° 05` 57.4"). To construct and maintain a stream rehabilitation project in and along the channel of McLaughlin Run (WWF) for a distance of approximately 480.0 linear feet, for the purpose of stabilizing the stream banks, planting vegetation along the watercourse, and restoring the flood-prone area. The project will consist of constructing offset cross rock vanes and a rock vane, cutting and placing fill in and along the watercourse and both banks of said stream, constructing approximately 230 ft. of dry stacked stone retaining wall along the left descending bank, and relocating several existing outfall structures. The project is located on the east side of McLaughlin Run Road, approximately 1,000.0 feet east from the intersection of McLaughlin Run Road and Coolidge Street.
