 Under section 2002 of The Administrative Code of 1929 (71 P.S. § 512) establishing the Department of Transportation (Department), the Director of the Bureau of Project Delivery, as delegated by the Secretary of Transportation, makes the following written findings:

 The Department is planning the following projects. Environmental and Section 4(f) documentation have been developed for these projects to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System http://www.dotdom2.state.pa.us/ceea/ceeamain.nsf. The environmental, economic social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the following proposed projects and all reasonable steps have been taken to minimize the effects.

• SR 0000, Section L00—City of Meadville, Crawford County.

Project Description: The project consists of replacing the Mead Avenue Bridge, which carries Mead Avenue over (SR) French Creek, and performing minor approach reconstruction to accommodate the grade adjustments along Mead Avenue and through the intersection of Mead Avenue with State Route (SR) 0102 (Cussewago Road).

Environmental Documents: Level 2 CEE, approved on May 1, 2014, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on October 15, 2010, and a Determination of Section 4(f) Applicability Involving Temporary Use (Occupancy) approved on March 26, 2014.

Proposed Use of Section 4(f)/2002 Resource: The replacement of the Mead Avenue Bridge required the dismantling and removal of the current structure, which is eligible for listing on the National Register of Historic Places resulting in an adverse impact on the resource. Bicentennial Park is a 3-acre public park owned by the City of Meadville and located adjacent to the south side of Mead Avenue. A temporary construction easement (TCE) of 0.3 acre is required from the park during construction. A temporary pad will be constructed along the bank of French Creek to provide access and staging for equipment. This area will be fully restored resulting in no adverse impact. French Creek is an approved water trail. No boat launch or other access point exists in the project area. The project will have no adverse effect on the French Creek water trail.

• SR 0000, Section LOC—Allegheny County.

Project Description: The project consists of the procurement and installation of bicycles, bicycle racks, hardware, pay stations and related appurtenances in 50 select locations throughout the City of Pittsburgh.

Environmental Documents: Level 1a CEE, approved on May 29, 2014, and a Determination of Section 4(f) DeMinimis Use document and a Section 4(f) Non-Applicability/No Use, all approved on July 22, 2013.

Proposed Use of Section 4(f)/2002 Resource: There are five proposed bike share stations that will be within four recreational Section 4(f) properties but will not result in permanent acquisition of property: Mellon Park; Morrow Park; Schenley Park; and North Shore Park. Fifteen proposed bike share stations will be within eight historic 4(f) properties: Pittsburgh Renaissance Historic District; Pittsburgh Central Downtown Historic District; Schenley Park Historic District, East Carson Street Historic District; Strip Historic District; Lawrenceville Historic District; Schenley Farm Historic District; and East Liberty Historic District. The construction of these bike share stations will not require right-of-way (ROW) takes or impacts to these historic properties, and the project does not constitute a ''use'' within the meaning of 4(f) in respect to historic resources. None of the 4(f) properties will have adverse effects as a result of the project.

• SR 0006, Section 620—Coudersport Borough, Potter County.

Project Description: The project consists of full depth reconstruction in specific areas, base replacements, drainage improvements, bituminous overlay, bridge rehabilitation, traffic signal upgrades and possible water, sewer and gas line relocations along SR 0006 in Coudersport Borough, Potter County. Minor reconstruction of curb and sidewalk sections may be required where drainage upgrades are constructed.

Environmental Documents: BRPA CEE, approved on May 16, 2014, and a Determination of Section 4(f) DeMinimis Use document, approved on May 6, 2014.

Proposed Use of Section 4(f)/2002 Resource: As part of the proposed betterment project, the Department will be upgrading the existing drainage within the project area. Included with these upgrades will be the replacement of an existing outfall pipe extending from SR 0006 to the Allegheny River. This outfall pipe currently extends across the Mary C. Freysinger property. This is a contributing property to the Coudersport Historic District, listed on the National Register of Historic Places. For the proposed pipe replacement, a permanent drainage easement is required at the southwest corner of the Mary C. Freysinger property consisting of approximately 0.02 acre. This easement and the work associated with the project will result in no adverse effect to the property or the historic district.

• SR 0030, Section 085—Jackson Township, York County.

Project Description: The project consists of the replacement of the SR 0030 bridge over Little Conewago Creek in Jackson Township.

Environmental Documents: Level 1b CEE, approved on June 26, 2014, and a Determination of Section 4(f) DeMinimis Use document, approved on July 25, 2013.

Proposed Use of Section 4(f)/2002 Resource: The replacement of the SR 0030 bridge over Little Conewago Creek requires permanent ROW acquisition and temporary impacts to the John Spangler Farm. The John Spangler Farm is eligible for the National Register of Historic Places. Approximately 0.431 acre of permanent ROW is necessary for the widening of the bridge. Approximately 0.477 acre of temporary impacts will occur during construction. The permanent acquisitions and temporary impacts will result in no adverse effect to the John Spangler Farm.

• SR 0066, Section A01—Highland Township, Elk County.

Project Description: The project consists of the removal of the existing structure that carries SR 0066 over an unnamed tributary to Wolf Run and the installation of a single cell box culvert. Minor roadway paving and guiderail updates are also included with this project.

Environmental Documents: BRPA CEE, approved on March 31, 2014, and a Determination of Section 4(f) DeMinimis Use document, approved on March 31, 2014.

Proposed Use of Section 4(f)/2002 Resource: This project will require minor sliver takes of the Allegheny National Forest. The work itself will not result in any adverse effects to the resource.

• SR 0092, Section 04D—Various Municipalities, Susquehanna and Wyoming County.

Project Description: The project consists of the resurfacing of 15 miles of bituminous roadways on SRs in various municipalities. Also included in the project are milling, base repair, design-build curb ramps, guiderail updates and pavement markings.

Environmental Documents: BRPA CEE, approved on May 12, 2014, and a Determination of Nationwide/Programmatic Section 4(f) Evaluation for Minor Involvements with Historic Sites, approved on April 24, 2014.

Proposed Use of Section 4(f)/2002 Resource: The project goes through the Susquehanna Depot Historic District, eligible for the National Register of Historic Places. The project will have no effect to the qualities that make the Susquehanna Historic District eligible for listing in the National Register of Historic Places.

• SR 0268, Section 251—Parker Township, Butler County.

Project Description: The project consists of structural improvements to the existing arch culvert carrying SR 0268 over North Branch Bear Creek.

Environmental Documents: Level 1b CEE, approved on June 19, 2014, and a Determination of Section 4(f) DeMinimis Use document, approved on June 9, 2014.

Proposed Use of Section 4(f)/2002 Resource: The rehabilitation of the arch culvert will require approximately 0.031 acre of permanent ROW and 0.526 acre of TCE. The project is located in State Game Lands 95, a Section 4(f) resource. The TCE area will be restored to the greatest extent possible following construction. The project will not affect the activities, features or attributes that qualify the resource for protection as a 4(f) resource and will have no adverse effect to the resource.

• SR 0309, Section 02D—Various Municipalities, Luzerne County.

Project Description: The project consists of surface treatment along SR 0309 from Mountain Top to Hazleton City. Work includes milling, bituminous wearing and scratch course, base repair, ADA ramps, drainage upgrades and restoring of pavement markings.

Environmental Documents: BRPA CEE, approved on April 30, 2014, and a Determination of Nationwide/Programmatic Section 4(f) Evaluation for Minor Involvements with Historic Sites, approved on April 24, 2014.

Proposed Use of Section 4(f)/2002 Resource: The limits of the work are within the Church Street Historic District and Hazleton City Hall. This project will have no effect to the qualities that make these locations eligible for listing on the National Register of Historic Places resulting in no adverse effect.

• SR 0403, Section 10B—City of Johnstown, Cambria County.

Project Description: The project consists of the replacement of the existing Moxham Bridge in Johnstown, Cambria County. The structure carries four lanes of SR 0403 and two pedestrian sidewalks over the Stonycreek River. The proposed work consists of replacing the existing structure with a two-span, steel multigirder bridge on the existing horizontal and vertical alignments.

Environmental Documents: BRPA CEE, approved on August 4, 2014, and a (1) Determination of Section 4(f) DeMinimis Use/Section 2002 for Public Parks, Recreation Area, Wildlife and/or Waterfowl Refuges, State Forest land, and State Game Land was approved on July 30, 2014, and a (2) Determination of Section 4(f) DeMinimis Use/Section 2002 for Historic Properties was approved on July 30, 2014.

Proposed Use of Section 4(f)/2002 Resource: The proposed project would include:

 (1) Approximately 548 square feet of property from the two parcels on the east and west of SR 0403 south of the bridge will be obtained as required ROW for the project. The roadway reconstruction to the south of the bridge isneeded to tie the profile grade of the proposed structure back to the existing profile, as well as to maintain vehicular and pedestrian traffic throughout the corridor during the phased bridge replacement.

 (2) A 2,100 square foot portion of the National Register of Historic Places eligible Johnstown Local Flood Protection Project flood wall, adjacent to the causeway, will need to be temporarily removed and reconstructed to access the causeway. The causeway is required for demolition and bridge erection activities. Additionally, impacts to the National Register of Historic Places-eligible Cochran Junior High School (currently the Johnstown High School) will be limited to ground disturbance in an area measuring approximately 2,000 square feet and 4,000 square feet of TCE.

• SR 0412, Section CRD—City of Bethlehem, Northampton County.

Project Description: The project consists of the construction of a new one-lane roadway (Union Station Plaza) to connect West Second Street and West Third Street in the City of Bethlehem. The new roadwork includes construction of a new one-lane curbed roadway, drainage and 8-foot sidewalk, three on-street parking spaces and miscellaneous construction.

Environmental Documents: Level 2 CEE, approved on May 23, 2014, and a Determination of Section 4(f) DeMinimis Use document, approved on February 10, 2014.

Proposed Use of Section 4(f)/2002 Resource: The project is located adjacent to the northwest boundary of the South Bethlehem Downtown Historic District. The historic district was listed on the National Register of Historic Places in 2006. There will be 2 square feet of direct impact for the required sidewalk easement and one parking space will be lost within the historic district boundary. The project will also require 0.013 acre from within the historic district for TCE and 0.026 acre for a required sight distance easement. There will be no adverse effects as a result of this project. This project's information is not available electronically in the CEE System.

• SR 0436, Section 552—Punxsutawney Borough, Jefferson County.

Project Description: The project consists of a replacement and realignment of the SR 0436 bridge over Mahoning Creek (Margiotti Bridge). The proposed bridge will be constructed adjacent to and downstream of the existing structure.

Environmental Document: Level 1b CEE, approved on May 16, 2014, and a Determination of Section 4(f) DeMinimis Use document, approved on March 25, 2014.

Proposed Use of Section 4(f)/2002 Resource: The Mahoning Shadow Trail, Punxsutawney Area Rails to Trails Association, Inc. is located along the south bank of Mahoning Creek. The new bridge will require a permanent aerial easement where the bridge crosses over the trail. Access will be maintained during most of construction and, upon completion, the trail and the surrounding property will be landscaped and the trail restored to preconstruction condition. Short-term (less than 24 hours) closures are anticipated during several major construction events. The aerial easement and new pier will not impede the future use of the Mahoning Shadow Trail resulting in no adverse effects.

• SR 0522, Section P10—Bratton Township, Mifflin County.

Project Description: The project consists of the bridge preservation of SR 3014 over Juniata River in Bratton Township, Mifflin County.

Environmental Description: BRPA CEE, approved on March 31, 2013, and a Determination of Section 4(f) Applicability Involving Temporary Use (Occupancy), approved on March 28, 2013.

Proposed Use of Section 4(f)/2002 Resource: Tasks included in this bridge preservation are possible instream scaffolding installation during the 2 months of anticipated construction. No land acquisition is needed for this project. The water tail is to remain open for boating and fishing throughout project construction and an Aid to Navigation Plan is expected to assist water trail users throughout construction. No adverse effects are anticipated for this resource.

• SR 0533, Section 004—Letterkenny Township, Franklin County.

Project Description: The project consists of the replacement of the existing SR 0533 bridge over Lehman Run located in Letterkenny Township, Franklin County.

Environmental Documents: Level 1b CEE, approved on August 6, 2014, and a Determination of Section 4(f) DeMinimis Use document, approved on April 8, 2014.

Proposed Use of Section 4(f)/2002 Resource: The Letterkenny Army Depot owns lands adjacent to the project area. The Letterkenny Army Depot is eligible for listing on the National Register of Historic Places. A permanent ROW acquisition totaling 0.028 acre is required from the property. A sliver impact of 0.0009 acre will occur to the Letterkenny Army Depot's property not within the historic boundary. Both takes will result in no adverse effect to the property.

• SR 0885, Section A35—West Mifflin Borough, Allegheny County.

Project Description: The project consists of a bridge replacement on SR 0885, installation of approach slabs, updating of the guide rail connections at the new parapets, paving the new approaches and relocation of a gravel access drive for the Allegheny County Airport. The new structure and approach roadway will be slightly widened to accommodate future widening of SR 0885 to four lanes.

Environmental Documents: Level 1b CEE, approved on May 22, 2014, and a Determination of Section 4(f) DeMinimis use document, approved on April 25, 2012, and a Determination of Section 4(f) Applicability Involving Temporary Use (Occupancy), approved on April 25, 2012.

Proposed Use of Section 4(f)/2002 Resource: The structure to be replaced crosses over the Union Railroad line. The widening of the structure will require sliver ROW takes totaling 0.03 acre (1,378 square feet) from the Union Railroad line. The Union Railroad line is eligible for the National Register of Historic Places and has historical significance (Criterion A). The relocation of a gravel access drive for the Allegheny County Airport will require TCE. The airport is eligible for the National Register of Historic Places. The required ROW and TCE taken from these properties will result in no adverse effects on the historic resources.

• SR 2008, Section 009—Hellam Township, York County.

Project Description: The project consists of the replacement of SR 2008 over Kreutz Creek, locally known as Liebhart Mill Road. In addition, Owl Valley Road will be relocated to the west of its current location to allow for additional sight distance at the intersection of Owl Valley Road and Liebhart Mill Road (SR 2008).

Environmental Documents: Level 1b CEE, approved on May 13, 2014, and a Determination of Section 4(f) DeMinimis Use document, approved on April 7, 2014.

Proposed Use of Section 4(f)/2002 Resource: Two properties adjacent to the project are eligible for listing on the National Register of Historic Places—the Rudy House and the Hursh Crist House. The TCE totaling 0.004 acre will serve as an access point to the temporary construction staging area. Upon completion of the project, this area will be reclaimed and landscaped to the landowner's satisfaction. A permanent drainage easement totaling 0.019 acre is required for minor channel grading to enhance flow conditions for the unnamed tributary to Kreutz Creek. The drainage easement will allow the property owner to make use of the area in any manner which is not detrimental to the necessary flow of water. The TCE and drainage easement will result in no adverse effects to the historical resources.

• SR 2010, Section 252—Winfield Township, Butler County.

Project Description: The project consists of the replacement of the structure (Cabot Bridge) carrying SR 2010 over Little Buffalo Creek, as well as a realignment of SR 2010 to improve approach roadway geometry.

Environmental Documents: Level 1b CEE, approved on May 22, 2014, and a Determination of Section 4(f) Applicability Involving Temporary Use (Occupancy), approved on May 22, 2014.

Proposed Use of Section 4(f)/2002 Resource: The Butler-Freeport Community Trail crosses over SR 2010 in the project area. A potential short-term closure of the trail during construction will be necessary for roadway tie-in work. It is anticipated that this work will take less than 1 week, and the contractor will be required to maintain access to the trail at all times. Approximately 40 feet of the trail on either side of the realigned SR 2010 will be regraded and resurfaced. There are no anticipated temporary or permanent ROW takes and no adverse effects are anticipated.

• SR 3041, Section 03B, Cooper Avenue Bridge over Laurel Run—West Taylor Township, Cambria County.

Project Description: The project will involve the replacement of the existing Cooper Avenue Bridge, which carries Cooper Avenue (SR 3041) over Laurel Run. The proposed structure will be a single span, prestressed concrete spread box beam bridge with full height abutments.

Environmental Documents: BRPA CEE, approved on May 1, 2014, and a Determination of Section 4(f) DeMinimis Use/Section 2002 No Adverse Use Checklist, approved on April 18, 2014.

Proposed Use of Section 4(f)/2002 Resource: The West Taylor Township Park (Gibson Field) is located in the southeast quadrant of the existing Cooper Avenue Bridge location. The project requires 0.054 acre of permanent ROW from the 5.15-acre park property. There will be no adverse effects on the property.

• SR 4022, Section 009—Fox Township, Sullivan County.

Project Description: The project consists of the replacement of the existing bridge carrying SR 4002 (Ellenton Mountain Road) over Fall Run. The project will include minor approach roadway work. The bridge is currently closed and a detour is in place.

Environmental Documents: Level 2 CEE, approved on May 7, 2014, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on May 6, 2014.

Proposed Use of Section 4(f)/2002 Resource: This project will replace the existing bridge conveying Fall Run underneath SR 4002 (Ellenton Mountain Road) in Fox Township, Sullivan County with a new structure. The current bridge is eligible for the National Register of Historic Places.

• SR 9900, Section BR, Duke Street Bridge Replacement—Hummelstown Borough and South Hanover Township, Dauphin County.

Project Description: The project consists of the replacement of the Duke Street Bridge over Swatara Creek. The existing five-span stone arch bridge will be replaced with a three-span prestressed concrete bridge with improved alignment and intersection upgrades at Railroad Street.

Environmental Documents: Level 2 CEE, approved on April 2, 2014, a Determination of Section 4(f) DeMinimis Use Section 2002 No Adverse use, approved on November 18, 2013, and Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on October 30, 2013.

Proposed Use of Section 4(f)/2002 Resource: The project includes replacement of the Duke Street Bridge, a resource determined eligible for the National Register of Historic Places and will require 0.035 acre of permanent ROW from the parking area for the Hummelstown Borough Trail.
