Proposed State Implementation Plan Revision; Attainment Demonstration for the North Reading Nonattainment Area for the 2008 Lead National Ambient Air Quality Standard; Public Hearing

 The Department of Environmental Protection (Department) is seeking public comment on a State Implementation Plan (SIP) revision which demonstrates how the North Reading Nonattainment Area, comprised of Laureldale Borough and Muhlenberg and Alsace Townships, will attain the Federal National Ambient Air Quality Standard (NAAQS) for lead. In November 2010, the North Reading Nonattainment Area was designated by the United States Environmental Protection Agency (EPA) as not meeting the NAAQS established for lead in 2008. Lead concentrations in ambient air above the NAAQS pose a serious human health threat. Lead that is emitted into the air can be inhaled or, after it settles out of the air, can be ingested. Once in the body, lead is rapidly absorbed into the bloodstream and results in a broad range of health effects, especially affecting children.

 The proposed SIP revision meets the requirements necessary for an approvable SIP revision, including a base year emission inventory, air quality modeling, air quality and emission trends, emission control strategies (including Consent Order and Agreements with two lead-emitting sources in the North Reading Nonattainment Area) and a contingency plan to bring the area back into attainment should future violations of the standard occur. After consideration of comments received, the SIP revision will be finalized and submitted to the EPA for approval.

 The proposed SIP revision is available on the Department's web site at (select ''Air,'' then ''Bureau of Air Quality,'' then ''Regulations and Clean Air Plans'') or through the contact persons listed as follows.

 The Department will hold a public hearing to receive comments on the proposal on Wednesday, July 22, 2015, at 1 p.m. at the Muhlenberg Township Recreation Building, 3025 River Road, Reading, PA. Persons wishing to present testimony at the hearing should contact Alex Haas, P. O. Box 8468, Harrisburg, PA 17105, (717) 787-9495, to reserve a time. Witnesses should keep testimony to 10 minutes and should provide two written copies of their statement at the hearing.

 Persons with a disability who wish to attend the hearing and require an auxiliary aid, service or other accommodation to participate in the proceeding should contact Alex Haas.
