LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

UNDER ACT 2, 1995
PREAMBLE 3


The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).

 Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

 For further information concerning the plans and reports, contact the environmental cleanup program manager in the Department regional office under which the notice of the plan or report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate regional office. The Final Report demonstrated attainment of the statewide health standard and was approved by the Department on September 21, 2018.

Resource Environmental Management, 50 Maple Street, Montrose, PA 18801, on behalf of SWN Production Company, LLC, 917 State Route 92 North, Tunkhannock, PA 18657, has resubmitted a revised Final Report concerning remediation of site soils contaminated with brine. The report documented remediation of the site to meet a combination of Background and Statewide Health Standards and was approved by the Department on October 19, 2018.

HAZARDOUS WASTE TREATMENT, STORAGE AND DISPOSAL FACILITIES


Draft permits issued, revised or withdrawn under the Solid Waste Management Act (35 P.S. §§ 6018.101—6018.1003) and Regulations to Operate a Hazardous Waste Treatment, Storage, or Disposal Facility.

Northwest Region: Regional Solid Waste Manager, 230 Chestnut Street, Meadville, PA 16335-3481.

PAD087561015. International Metals Recovery Company (Inmetco), LLC, One Inmetco Drive, P.O. Box 720, Ellwood City, PA 16117, Ellwood City Borough, Lawrence County. Inmetco in Ellwood City is seeking to renew their current Hazardous Waste TSD permit for processing and storage. The existing permit expired July 14, 2016 but was administratively extended until a final decision is made on the application received November 9, 2015. Inmetco has been operating under a hazardous waste permit, PAD087561015 since November 6, 1992. A draft renewal permit was sent out on October 17, 2018.

Facility Description

 Inmetco specializes in recycling of waste materials generated by the specialty steel industry, the metal finishing industry and other industries generating chromium, and/or nickel bearing wastes. Since many of the wastes received and processed are classified as hazardous or residual wastes, Inmetco is considered a hazardous waste storage and treatment facility. Hazardous wastes received are stored in container and tank storage areas while awaiting the Inmetco treatment processes. These processes convert these wastes to a high quality chrome-nickel-iron alloy, which are then offered back to the steel industry for sale.

Public Review, Public Comment, Public Hearing

 The Hazardous Waste Regulations, 25 Pa. Code § 270a.80(2) Public Notice and Comment requirements state: The Department gives public notice of the following actions: A draft permit is prepared under § 270a.10(c).

TVOP-65-00837 Dominion Energy Transmission, Inc (5000 Dominion Blvd, Glen Allen, VA 23060) In accordance with 25 Pa. Code § 127.431, the Department of Environmental Protection (DEP) is providing notice that on October 15, 2018, DEP issued a renewed Title V Operating Permit to Dominion Energy Transmission, Inc for the operation of a natural gas compressor station, known as the Oakford Compressor Station, located in Salem Township, Westmoreland County. The Oakford Compressor Station is a portion of single Title V facility, which also includes the Rock Springs Compressor Station (TVOP-65-00983). Both of these facilities will be issued Title V Operating Permits, because ownership differs between the two facilities.

 The station is a pipeline and storage natural gas compressor station. The main sources at this facility are twelve, SI, 2SLB, NG-fired, 2,500-bhp engines, powering natural gas compressors; two, SI, NG-fired, 2SRB, 1,445-bhp, emergency generator engines; and two, NG-fired, 16.74 MMBtu/hr boilers. NOx emissions from all of the NG compressor engines are controlled by Clean Burn Systems. Also, CO emissions from four of the NG compressor engines are controlled by oxidation catalysts.

 Annual potential emissions for the Oakford Station are 908 tons of NOx, 209 tons of CO, 108 tons of VOC, 54 tons of PM10, and 54 tons of PM2.5. Oakford also has potential annual emissions of 62 tons of formaldehyde, 9 tons of acrolein, 9 tons of acetaldehyde, 89 tons of the sum of all HAPs combined, and 221,742 tons of CO2e. Emissions from the entire Title V facility are 941 tons of NOx, 219 tons of CO, 115 tons of VOC, 56 tons of PM10, and 56 tons of PM2.5. The entire facility also has potential annual emissions of 65 tons of formaldehyde, 10 tons of acetaldehyde, 10 tons of acrolein, 96 tons of the sum of all HAPs combined, and 250,248 tons of CO2e. No emission or equipment changes have been approved by this action. Emission sources at the station have applicable requirements under 40 CFR Part 63, Subparts A, ZZZZ, and DDDDD. The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 52, 63, 70, 98 and 25 Pa. Code Article III, Chapters 121—145.

Sources at the facility consist of multiple natural gas-fired combustion units less than 2.5 million Btu per hour rated heat input, three (3) 25.1 million Btu per hour, dual-fired boilers, four (4) natural gas-fired emergency generators, two (2) diesel-fired generators, one (1) parts washer and a wood finishing operation. The operating permit includes emission limits and work practice standards along with testing, monitoring, record keeping and reporting requirements to ensure the facility complies with all applicable air quality regulations.

60-00017: New Enterprise Stone & Lime Co., Inc. d/b/a Eastern Industries, Inc. (3716 Crescent Court West, Whitehall, PA 18052), on September 20, 2018, for their Lewisburg Quarry located in Buffalo Township, Union County. All applicable Federal and State regulatory requirements including testing, monitoring, recordkeeping, reporting, and work practice conditions to assure compliance with the applicable requirements have been included in the renewal SMOP 60-00017.

60-00021: Iddings Quarry Inc. (900 Chestnut St., Mifflinburg, PA 17844) on October 16, 2018, was issued a renewal State only ''synthetic minor'' operating permit for their facility located in Limestone Township, Union County. The facility's main sources include a stone screening and crushing operation and four diesel-fired engines.
