NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs

 The State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Chapter 5, for agricultural operations that have or anticipate submitting applications for new, amended or renewed NPDES permits or NOIs for coverage under a general permit for CAFOs under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

SAFE DRINKING WATER


Actions taken under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17).

Northcentral Region: Safe Drinking Water Program Manager, 208 West Third Street, Williamsport, PA 17701.

Spring Township Water Authority (Public Water Supply), Centre County: On March 25, 2020, the Safe Drinking Water Program approved the Source Water Protection (SWP) plan for the Spring Township Water Authority community water system. The personnel involved with the development of this SWP are to be commended for taking these proactive steps to protect these water sources for their community. Development of the SWP plan was funded by the Department of Environmental Protection (Mark R. Stephens, PG, (570) 327-3422).

Plan Description: The planning module for Baker Subdivision, DEP Code No. A3-28906-188-1, APS Id 1013067, consisting of one new single-family residential lot, is disapproved. The proposed development is located on Mountain Green Road. This plan is disapproved because the subdivision does not qualify as an exception from the requirement to revise the Official Plan because the subdivision proposes the use of onlot sewage disposal systems in an area underlain by carbonate geology. Fannett Township's Act 537 plan requires a Component 2 planning module and a preliminary hydrogeologic study in areas underlain by carbonate geology and where water supplies are documented to exceed 5 PPM nitrate-nitrogen.

LAND RECYCLING AND
ENVIRONMENTAL REMEDIATION

UNDER ACT 2, 1995
PREAMBLE 2


The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).

 Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

43-00142: Salem Tube, Inc. (951 4th St., Greenville, PA 16125-8253). On March 24, 2020, the Department issued the renewal Title V Operating Permit for operation of the Greenville Reynolds Industrial Park facility located in Pymatuning Township, Mercer County. The facility's primary emission sources include the degreasing system boiler, miscellaneous natural gas usage, the pickling tank boiler, TCE (trichloroethylene) degreasing system, three (3) annealing furnaces, general solvent cleaning, lubricating operations, TCE storage tanks, a parts cleaner/solvent degreaser, a batch pickling tank, a vacuum cleaning and degreasing machine controlled by carbon adsorption and a barrel carbon filter, groundwater TCE clean-up, and three (3) emergency generator engines. The potential emissions of the primary pollutants from the facility are as follows: 12.16 TPY (tons per year) NOx, 8.35 TPY CO, 79.70 TPY VOC, 57.46 TPY total HAPs, 57.25 TPY TCE, 0.75 TPY PM-10 and PM-2.5, and 0.06 TPY SOx; thus, the facility is a major stationary source for emissions of VOC, total HAPs, and a single speciated HAP (TCE). The boilers are subject to 40 CFR 63 Subpart DDDDD, NESHAP for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters. The TCE degreasing system and vacuum cleaning/degreasing machine are subject to 40 CFR 63 Subpart T, NESHAP for Halogenated Solvent Cleaning. Two of the three natural gas-fired emergency generator engines are subject to 40 CFR 63 Subpart ZZZZ, NESHAP for Stationary Reciprocating Internal Combustion Engines. The TCE degreasing system, vacuum cleaning/degreasing machine, and parts cleaner/solvent degreaser are exempt from RACT II analysis; as stated in 25 Pa. Code § 129.96(a), requirements have been established in § 129.63. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

On March 25, 2020, the Department issued the renewal State Only Natural Minor Operating Permit for the manufacturing facility located in Summit Township, Butler County. The facility's primary emission sources include the four (4) natural gas-fired boilers used to provide process steam for the facility, specialty foam processing tools, a curing oven, miscellaneous natural gas usage, and two (2) natural gas-fired emergency generators. The potential emissions of the primary pollutants from the facility are as follows: 20.77 TPY (tons per year) NOx, 23.63 TPY CO, 4.33 TPY VOC, 2.14 TPY PM-10 and PM-2.5, 0.17 TPY SOx, and 0.53 TPY combined HAPs; thus, the facility is a natural minor. The boilers are subject to 40 CFR 60 Subpart Dc, Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units. One emergency generator is subject to 40 CFR 63, Subpart ZZZZ, NESHAP for Stationary Reciprocating Internal Combustion Engines, and the other is subject to 40 CFR 60 Subpart JJJJ, Standards of Performance for Stationary Spark Ignition Internal Combustion Engines. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

32-00227: Integrated Power Services (4470 Lucerne Rd., Indiana, PA 15701-9498). On March 24, 2020, the Department issued the renewal State Only Natural Minor Operating Permit for the manufacturing facility located in White Township, Indiana County. The facility's primary emission sources consist of several natural gas-fired baking ovens, sandblasting, surface coating processes (paint booths), resin usage, and parts washers (solvent degreasers). The potential emissions of the primary pollutants from the facility are as follows: 7.90 TPY (tons per year) NOx, 6.63 TPY CO, 18.66 TPY VOC, 7.35 TPY total HAPs, 0.65 TPY PM-10 and PM-2.5, and 0.05 TPY SOx; thus, the facility is a natural minor. The surface coating operations are subject to 25 Pa. Code § 129.52d for control of VOC emissions from miscellaneous metal parts surface coating processes, miscellaneous plastic parts surface coating processes and pleasure craft surface coatings. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

67-05005: Brunner Island, LLC (P.O. Box 221, York Haven, PA 17370) on March 16, 2020, for the Brunner Island electric power generating facility located in East Manchester Township, York County. The Title V Operating Permit was renewed, which included, among other changes, the addition of a RACT 2 system-wide NOx averaging plan for the facility. The portions of the permit related to approval of the RACT 2 system-wide NOx averaging plan will be submitted to US EPA for approval and incorporation into Pennsylvania's State Implementation Plan (SIP). 07-05001: Appvion Operations, Inc. (100 Paper Mill Road, Roaring Spring, PA 16673-1488) on March 16, 2020, for the pulp and paper mill located in Roaring Spring Borough, Blair County. The Title V Operating Permit underwent a significant modification related to the approval of a Reasonably Available Control Technology II (RACT 2) plan. The permit modification also included deletion of Source 113B Screener, certain minor administrative updates, and addition of emission caps related to RACT 2 for certain sources. The portions of the permit related to approval of the RACT 2 case-by-case proposal will be submitted to US EPA for approval and incorporation into Pennsylvania's State Implementation Plan (SIP). Other requirements will be excluded from the SIP submittal.

ACTIONS ON COAL AND NONCOAL MINING ACTIVITY APPLICATIONS


Actions on applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.31); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); the Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.21).  The Department has taken the following actions on previously received permit applications, requests for Environmental Assessment approval, and requests for Water Quality Certification under Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).

 Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with the applicable provisions of sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317), and that the construction will not violate applicable Federal and State Water Quality Standards.

 To perform the following water obstruction and encroachment activities associated Valley Forge 24-Inch Water Main Project. This a multicounty project located in both Chester County and Montgomery County which consists of the construction 1,450 linear feet of 24-inch diameter ductile iron transmission main. The activities associated with Valley Creek (EV-MF) adjacent to S.R. 0023 include the construction and maintenance of 92.6 linear foot 24-inch diameter transmission line and includes the excavation of boring pits within the floodway of Valley Creek and boring under Valley Creek which will result in 225 square feet (0.005 acre) of temporary floodway impact due to excavation for boring pits and 77.6 linear feet (155.2 square feet) of permanent watercourse impact perpendicular to stream flow for the watermain located below streambed.

 To construct, operate and maintain two 8-inch sanitary force mains, one 2-inch water main, two 5 inch electrical conduits and one outfall with associated headwall and wingwall sections establishing 1,934 sf of permanent floodway impact and 757 sf of permanent stream impact to upgrade the existing Waste Water Treatment Plant. All utility line crossings shall be horizontal directionally drilled under the Tioga River (CWF). This permit also authorizes 4,374 sf of temporary floodway impacts and 757 sf temporary stream impacts associated with installation of the outfall and utility line, temporary construction access and horizontal directional drill launching pit. The project is located over Tioga River (CWF) in Blossburg Borough, Tioga County. This permit also includes 401 Water Quality Certification.

Box 2328, New Castle, PA 16102, submitted a Remedial Action Completion Report concerning the remediation of soil and groundwater contaminated with petroleum products. The report was acceptable to meet the Statewide Health and Site-Specific standards and was approved on March 26, 2020.
