Notice of Veto; Senate Bill No. 736, Printer's No. 1938

To the Honorable Senate of the
Commonwealth of Pennsylvania

 Pursuant to Article IV, Section 15 of the Pennsylvania Constitution, I am returning herewith, without my approval, Senate Bill 736, Printer's Number 1938.

 I am vetoing this legislation based on safety concerns. This legislation adds passenger cars to the definition of farm vehicles, which would exempt them from registration, insurance, and safety inspection requirements. This would allow unregistered, uninsured, and uninspected vehicles carrying up to 15 passengers to be used on highways up to 50 miles from the farm. Other farm vehicles are intended to be used to transport crops and materials and not a large number of passengers. By allowing these passenger vehicles to be exempt from yearly safety inspections, including inspection of the brakes, tires, or suspension systems, the bill creates a dangerous situation for passengers in these farm vehicles as well as passengers in other vehicles sharing the roadway.

 For the reasons set forth above, I must withhold my signature from Senate Bill 736, Printer's Number 1938.
