AIR QUALITY

PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS

 The Department of Environmental Protection (DEP) has developed an integrated plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for DEP, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.

 The DEP received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, DEP's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate DEP Regional Office. Appointments for scheduling a review must be made by calling the appropriate DEP Regional Office. The address and telephone number of the Regional Office is listed before the application notices.

 Individuals wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the DEP's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.

 Any individual wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if DEP, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when DEP determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate DEP Regional Office.

 Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

13-00001C: BEFESA Zinc US Inc., 900 Delaware Avenue, Palmerton, PA 18071-2008, Palmerton Borough, Carbon County. Application received: July 5, 2022. Notice is hereby given in accordance with 25 Pa. Code §§ 127.44(b) and 127.424(b), that the Department of Environmental Protection (DEP) intends to issue a plan approval to BEFESA Zinc US Inc., to install a Rockster R700S Track Mounted Impact Crusher with engine and water sprays to crush Iron Rich Material (IRM) from the Walzing Kilns at the facility located in Palmerton Borough, Carbon County. The facility currently has a Title V Operating Permit No. 13-00001. Plan approval 13-00001C will subsequently be incorporated into the Title V Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450. Plan Approval 13-00001C is for the installation and operation of a Rockster R700S Track Mounted Impact Crusher with engine and water sprays to crush Iron Rich Material (IRM) from the Walzing Kilns at the facility. This will replace the current crushing process. Particulate emissions will be controlled by the use of water sprays and high moisture material. The company shall comply with § 123.31 for malodorous emissions. The company shall comply with § 123.13 for particulate emissions. The company shall comply with § 123.41 for visible emissions. BEFESA Zinc US, Inc. is a major facility and is subject to Title V permitting requirements and is located in Palmerton Borough, Carbon County. The plan approval will include all appropriate monitoring, recordkeeping, and reporting requirements designed to keep the equipment operating within all applicable air quality requirements. 24-00195A: Diversified Production LLC, Longhorn Pad C, 125 Industrial Road, Waynesburg, PA 15370, Jay Township, Elk County. Application received: May 31, 2022.

 The Department of Environmental Protection intends to issue a plan approval to Diversified Production LLC to provide authorization for the construction and initial operation of additional sources at their existing Longhorn Pad C facility.

 This project would add equipment for a new process which is outside the scope of their current GP-5A. The existing GP-5A covered sources will remain authorized under that general permit. Operation of the proposed equipment would focus on electrical generation and cryptocurrency data mining operations and not unconventional natural gas well site operations or remote pigging. The proposed sources would be in addition to Diversified's existing equipment. No changes to GP-5A authorized equipment are proposed.

 This project would install four Waukesha engines (each rated at 1,900 bhp), one Waukesha engine (rated at 1,680 bhp), and one small generator set rated 1.8 kw. Potential emissions from all proposed sources are estimated to be (tpy): 8.87 VOC, 13.44 NOx, 26.88 CO PM10 5.92, and 8.47 HAPs.

 This will be a natural minor facility upon completion of the project. Public notice is obligatory for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. The Plan Approval will contain testing, recordkeeping, emission restriction, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

 In accordance with 25 Pa. Code § 127.44(f)(1), all the pertinent documents regarding this application (applications, review memos, and draft approvals) are also available for review from 8:00 a.m. to 4:00 p.m. at the Meadville Regional DEP office (Air Quality).  In accordance with 25 Pa. Code § 127.44(f)(2), a 30-day comment period, from the date of publication, will exist for the submission of comments. 04-00443A: Evoqua Water Technologies, LLC, 118 Park Road, Darlington, PA 16115, Darlington Township, Beaver County. Application received: March 23, 2022.

 In accordance with 25 Pa. Code §§ 127.44 and 127.45, the Pennsylvania Department of Environmental Protection (DEP) is providing notice that it intends to issue an Air Quality Plan Approval (PA-04-00443A) to Evoqua Water Technologies, LLC (Evoqua) to authorize in kind replacement of controls i.e. Afterburners # 2 & # 3, the scrubber air pollution control system (APC), and its associated scrubber building at their Darlington Carbon Reactivation Facility.

 Afterburner # 2 and # 3 (2 total) are currently equipped with two burners each (4 total) rated at 3.26 MMBtu/hr that will be replaced with two new Afterburners, each new Afterburner will be equipped with one burner rated at 5.8 MMBtu/hr (2 total). Both Afterburners are manufactured by Durr, equipped with Maxon Kinedizer high capacity low NOx gas burners rated at 5.8 MMBtu/hr with 99.99% destruction efficiency. This project does not include any new sources, does not generate any new air emissions, does not affect any existing permit conditions of OP-04-00443, results in no significant project emission increase, and does not result in any change in method of operation at the facility. The facility wide emission limits in State Only Operating Permit 04-00443A remain unchanged.

 This authorization is subject to the best available technology (BAT) and the State regulations including 25 Pa. Code Chapters 123 and 127. Plan approval conditions may include emission limits, operational restrictions, monitoring requirements, work practice standards, associated recordkeeping, reporting requirements, and stack testing. Once compliance with the Plan Approval is demonstrated, the applicant will be required to revise the existing State Only Operating Permit (SOOP) application in accordance with 25 Pa. Code Subchapter F. Plan Approval application, the Department's Air Quality Review Memorandum, and the Air Quality draft Plan Approval for this project are available for review by any interested party at the Pennsylvania Department of Environmental Protection, Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222.

65-00173, Alleima Precision Tube, LLC, 220 Franklin Street, Scottdale, PA 15683, Scottdale Borough, Westmoreland County. Application received: March 7, 2022.

 In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521, the Department of Environmental Protection (DEP) is providing notice that it intends to issue a Title V Operating Permit renewal to Alleima Precision Tube for their facility.

 Alleima Precision Tube is a specialty producer of precision cold drawn metal tubing. The facility draws, anneals, cleans, coats with lubricant, cuts, and otherwise processes metal tube to manufacture cold drawn metal tubing. The facility processes stainless steel and nonferrous alloys.

 The sources and controls devices at this facility currently Process Acid Dip Tank (Nitric and Hydrofluoric Acid), Finish Acid Dip Tank (Nitric and Hydrofluoric Acid), Degreasing Bath and Still (TCE Vapor Degreaser), Lubricant Coating Area (Toluene-containing Lubricant), Process Line Scrubber, Finish Line Scrubber. Misc. small natural gas-fired boilers (two 1.95 MMBtu/hr), cutting saws, parts washer, tanks, drying ovens, a wet abrasive polishing system, wastewater pretreatment, groundwater treatment, maintenance shop with welding, machining, and electrical repair equipment.

 This facility has the potential emissions per year of the following type and quantity of air contaminants: 0.97 ton of carbon monoxide, 3.89 tons of nitrogen oxides, 0.38 ton of particulate matter, 0.02 ton of sulfur oxides, 49.13 tons of volatile organic compounds, 0.2 nitric acid, 0.44 ton of hydrofluoric acid and 47.44 tons of HAPs. The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 60, 40 CFR Parts 63 and 25 Pa. Code Article III, Chapters 121—145.

The surface coating operation is subject to Title 25 Pa. Code § 129.52—Surface Coating Processes. The gluing operation (Source ID P107) is subject to requirements of 25 Pa. Code § 129.77—Control of emissions from the use of application of adhesives, sealants, primers and solvents. To issue a State-Only Operating Permit for the quarry. The Potential to Emit of the facility is estimated at 15.18 tpy CO, 1.73 tpy NOx, 3.67 tpy VOC, 8.46 tpy PM10, 2.95 tpy PM-2.5, and 5.39 tpy SOx.  Texas Eastern Transmission, LP operates two 18,100 hp turbines controlled by oxidation catalyst, one 585 hp emergency generator, and various heaters and tanks.

MINING ACTIVITY NPDES DRAFT PERMITS

 This notice provides information about applications for a new, amended or renewed National Pollutant Discharge Elimination System (NPDES) permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities.  For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).

 The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

 Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.

Effluent Limits for Noncoal Mining Activities

 The limits for noncoal mining activities as provided in 25 Pa. Code § 77.522 are pH 6 to 9 and other parameters DEP may require.

 Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.

 The 10-inch diameter natural gas pipeline project is 1.2 miles in length and is located in Bridgewater Township, Susquehanna County. The project will result in 261 lineal feet of stream impacts, 13,076 square feet (0.30 acre) of PEM wetlands impacts, 7,937 square feet (0.18 acre) of PSS wetlands impacts, and 11,731 square feet (0.27 acre) of PFO wetlands impacts for the purpose of conveying natural gas gathering line for conveyance to market.

 To construct, operate and maintain temporary above ground waterline (TAGWL). The temporary 16-inch HDPE waterline will be placed on existing ground surface except where it crosses roadways/driveways where either a boring or an open trench crossing will be used.

 There is no permanent stream, wetland and/or floodway impacts associated with this authorization. The project will result in a total of 78 LF (254 SF) of temporary stream impacts, 9,044 SF (0.2076 acre) of temporary wetland impacts and 2,516 SF (0.0578 acre) of temporary floodway impacts all for the purpose of constructing an natural gas pipeline for Marcellus Shale well development.

 The Philadelphia Water Department is proposing to construct and maintain the following activities for the project associated with the Ecological Restoration Project: Pennypack Corridor Improvement at Holme Avenue, along the Pennypack Creek and Axe Factory Run (TSF, MF):

 1. Install two engineering riffles in the stream bed, total 224 linear feet (LF) of stream impact.

 2. Excavate, grade, and landscape the land around the stream channel for floodplain reconnection, total 948 LF of stream impact.

 3. Install riprap bank revetment, 862 LF along the left bank and 507 LF along the right bank.

 4. Bank grading and stabilization with soil stabilization matting, a total of 1,756 LF along the left bank and a total of 1,173 LF along the right bank.

 5. Replacement of the sanitary sewer encasement, total 132 LF of sewer encasement across stream.

 6. Restore the main stem of Pennypack Creek and Axe Factory Run tributary, a total of approximately 1,850 LF of stream would be rehabilitated using the same treatments.

 The total project impact will be approximately 0.67 acre of permanent floodplain and 0.813 acre of temporary floodplain impact. The site is located near the intersection of SR1 and Holm Avenue and immediately 500 LF downstream from Holm Avenue Bridge crossing over the Pennypack Creek (Frankford, PA, NJ USGS map, Lat: 40.057908; Long; -75.036377) in the City and County of Philadelphia.
