The sources consist of boilers and plasma etchs. The control devices consist of carbon adsorbers and scrubbers. The sources are considered minor emission sources of nitrogen oxide (NOx), sulfur oxides (SOx), carbon monoxide (CO), total suspended particulate (TSP), and VOC's. On January 12, 2022, the Department issued a renewal State-Only (Natural) Minor operating permit for the manufacturing of paper coated and laminated and packaging facility in Jenkins Township, Luzerne County. The sources consist of etch film department. The control devices consist of an RTO. On February 8, 2022, the Department issued a natural minor State Only Operating Permit for a pipeline maintenance stand-alone facility where pigs are launched or received from the pipelines. 25-00955: Foam Fabricators, Inc., 6550 West 26th Street, Erie, PA 16506. On February 1, 2022, the Department issued the renewal State-Only Operating Permit of a facility, which manufactures expandable polystyrene (EPS) bead products, located in Fairview Township, Erie County. Permitted air contamination sources at the facility are pre-expanders, molding machines, storage operations, a natural gas-fired boiler, and a degreaser. Subject to a 49.5-TPY VOC restriction to limit VOC emissions below major source threshold, the facility is Synthetic Minor for permitting purposes. In this renewal, a pre-expander that has not been in operation since 2008 is removed as a permitted source. With a combined heat input rating less than 2.5 MMBtu/hr, the space heaters are also removed as a permitted source.

25-00971: Erie Plating Company, 656 West 12th Street, Erie, PA 16501-1509. On February 1, 2022, the Department issued the renewal State Only Natural Minor Operating Permit for the electroplating, plating, polishing, and anodizing facility located in the City of Erie, Erie County. The facility's primary emission sources include chromic acid anodizing, chrome and cadmium electroplating, copper/nickel plating, solution tanks, and electroless nickel plating. Other emission sources include the 16.7 mmBtu/hr natural gas-fired boiler, natural gas space and process heaters, abrasive blasting, dry polishing, a paint booth, and a natural gas-fired emergency generator engine. The potential emissions of the primary pollutants from the facility are as follows: 34.15 TPY (tons per year) NOx, 6.64 TPY CO, 3.14 TPY VOC, 0.41 TPY total HAPs, 0.001 TPY Chromium, 0.216 TPY Nickel, 0.041 TPY Copper, 57.9 TPY, PM-10, 57.6 TPY PM-2.5, and 0.047 TPY SOx; thus, the facility is a natural minor. The chromic acid anodizing tank and chrome plating tanks are subject to 40 CFR 63 Subpart N, NESHAP for Chromium Emissions from Hard and Decorative Electroplating and Chromium Anodizing Tanks. The solution tanks, dry polishing, copper/nickel plating tanks, electroless nickel plating tanks, and cadmium plating line are subject to 40 CFR 63 Subpart WWWWWW, NESHAP for Plating and Polishing Operations Area Sources. The emergency generator engine is subject to 40 CFR 63 Subpart ZZZZ, NESHAP for Stationary Reciprocating Internal Combustion Engines. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

FEDERAL WATER POLLUTION CONTROL ACT SECTION 401

 The Department has taken the following actions on previously received permit applications, requests for Environmental Assessment approval, and requests for Water Quality Certification under Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).

 Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with the applicable provisions of Sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317), and that the construction will not violate applicable Federal and State Water Quality Standards.

 Any person aggrieved by these actions may appeal, pursuant to Section 4 of the Environmental Hearing Board Act, 35 P.S. § 7514, and the Administrative Agency Law, 2 Pa.C.S. Chapter 5A, to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P.O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483.  To perform the following listed water obstruction and encroachment activities associated with the redevelopment of Drexeline Shopping Center, which will include new building structures, a parking lot and stormwater facilities. The proposed project consists of the installation of two stormwater outfalls in floodway of Darby Creek (TSF, MF), which includes 18,639 sq ft of temporary floodway impacts, 23,988 sq ft of permanent floodway impacts, 14,422 sq ft of temporary floodplain impacts, and 162,840 sq ft of permanent floodplain impacts. The proposed project also includes eight new utility line crossings over the enclosed stream (box culvert) of Collen Brook (WWF, MF) with 527 linear feet of temporary stream impacts and 42 linear feet of permanent stream impacts. There are no wetland impacts.

 The site is approximately at 5100 State Road, Drexel Hill, PA (Lansdowne, PA Lat. 39° 56` 43"; Long. -75° 19` 25") in Upper Darby Township, Delaware County. Permit issued January 26, 2022.

 To construct and maintain the following water obstructions and encroachments associated with the Lackawanna Heritage Valley Dickson City Trail Extension Project:

 1) A stream crossing of Hull Creek (HQ-CWF, MF) consisting of an 8-ft wide, 28.5-ft span, pre-stressed concrete slab pedestrian walking bridge.

 2) A fill within the floodway of the Lackawanna River (HQ-CWF, MF) consisting of a 20-ft long, 8-ft wide portion of an at-grade asphalt walking trail. This impact will result in a 12.63 yd3 net increase in fill.

 3) A fill within the floodway of the Lackawanna River (HQ-CWF, MF) consisting of a 10-ft long, 8-ft wide portion of an at-grade asphalt walking trail. This impact will result in a 0.01 yd3 net increase in fill.

 The project is located directly south of 1716 Main Street, approximately 300-ft southwest of the intersection of W. Lackawanna Avenue and Main Street (Olyphant, PA Quadrangle Latitude: 41° 28` 14.2"; Longitude: -75° 36` 25.7") in Dickson City Borough, Lackawanna County.

 To remove the existing structure and to install and maintain a 64.3-foot long 42.0-inch by 84.0-inch box culvert, uniformly depressed 18.0-inches with 18.0-inch fish baffles, in an unnamed tributary to Little Conewago Creek (TSF, MF), temporarily impacting 0.01 acre of emergent wetland and permanently impacting 0.01 acre of emergent wetland, all for the purpose of making roadway improvements. The project is located along SR1021 (Locust Point Road) in East Manchester Township, York County (Latitude: 40.0617; Longitude: -76.7452). Wetland impacts are considered de minimus and compensatory wetland mitigation is not required. The permit was issued on February 8, 2022.

 Operate and maintain fill within 0.27 acre of PEM wetlands for the purpose of providing usable property for an auto service garage. Permanent wetland impacts will be mitigated through the purchase of 0.54 acre of wetland mitigation credits from the Shrader Hollow Mitigation Bank within the Youghiogheny River Sub-basin 19.

Requests Proposals for Municipal Solid Waste Disposal/Processing Capacity Indiana County Solid Waste Authority on Behalf of The Indiana County Board of Commissioners, Indiana, PA.

 The Indiana County Solid Waste Authority is hereby soliciting proposals for disposal or processing capacity for municipal solid waste (MSW), including construction/demolition (C/D) waste and sewage sludge generated within the County for a period covering the years from 2022 through 2031. The Request for Proposals (RFP) is being issued in accordance with Pennsylvania Code Title 25, Environmental Protection, Chapter 272.225 Municipal Waste Planning Recycling and Waste Reduction (as amended December 22, 2000).

 The RFP will be available electronically from Michele Nestor, Nestor Resources, Inc., consultant to Indiana County Solid Waste Authority, on or after Monday, February 14, 2022. Include the words Indiana RFP Capacity in the header of the request.

 The Indiana County Solid Waste Authority will receive sealed proposals until 12 p.m., prevailing time on Thursday, March 31, 2022. Proposals must be made on the Proposal Forms and be in accordance with the Requirements for Submitting Proposals contained in the Request for Proposals. The Proposer is required to submit two (2) original printed copies of the Proposal and one (1) separate electronic media, (Flash Drive) each with a copy of the proposal in MS Word or PDF format.
