Pennsylvania Electric 8s Instant Lottery Game 1645

 Under the State Lottery Law (72 P.S. §§ 3761-101—3761-314) and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:

 1. Name: The name of the game is Pennsylvania Electric 8s (''Electric 8s''). The game number is PA-1645.

 2. Price: The price of an Electric 8s instant lottery game ticket is $2.

 3. Play symbols: Each Electric 8s instant lottery game ticket will contain one play area featuring two ''WINNING NUMBER'' areas and a ''YOUR NUMBERS'' area. The play symbols and their captions, located in the two ''WINNING NUMBER'' areas, are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 19 (NINTN), 20 (TWENT), 21 (TWYONE), 22 (TWYTWO), 23 (TWYTHR), 24 (TWYFOR) and 25 (TWYFIV). The play symbols and their captions, located in the ''YOUR NUMBERS'' area, are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 19 (NINTN), 20 (TWENT), 21 (TWYONE), 22 (TWYTWO), 23 (TWYTHR), 24 (TWYFOR), 25 (TWYFIV), 8X (8TIMES) symbol and a Bolt (WINALL) symbol.

 4. Prize symbols: The prize symbols and their captions, located in the play area, are: $2.00 (TWO DOL), $4.00 (FOR DOL), $5.00 (FIV DOL), $8.00 (EGT DOL), $10.00 (TEN DOL), $20.00 (TWENTY), $40.00 (FORTY), $80.00 (EIGHTY), $100 (ONE HUN), $400 (FOR HUN), $1,000 (ONE THO) and $18,000 (EGTNTHO).

 5. Prizes: The prizes that can be won in this game are: $2, $4, $5, $8, $10, $20, $40, $80, $100, $400, $1,000 and $18,000. Electric 8s contains a feature that can multiply certain prizes. For a complete list of prizes that can be won in this game, including multiplied prizes, see section 8 (relating to number and description of prizes and approximate odds). A player can win up to ten times on a ticket.

 6. Approximate number of tickets printed for the game: Approximately 8,400,000 tickets will be printed for the Electric 8s instant lottery game.

 7. Determination of prize winners:

 (a) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $18,000 (EGTNTHO) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $18,000.

 (b) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $1,000 (ONE THO) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $1,000.

 (c) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $100 (ONE HUN) appears in all ten of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $1,000.

 (d) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $400 (FOR HUN) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $400.

 (e) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $80.00 (EIGHTY) appears in four of the ''prize'' areas, a prize symbol of $20.00 (TWENTY) appears in two of the prize areas and a prize symbol of $10.00 (TEN DOL) appears in four of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $400.

 (f) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $40.00 (FORTY) appears in all ten of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $400.

 (g) Holders of tickets upon which an 8X (8TIMES) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $40.00 (FORTY) appears in the ''prize'' area under that 8X (8TIMES) symbol, on a single ticket, shall be entitled to a prize of $320.

 (h) Holders of tickets upon which an 8X (8TIMES) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $20.00 (TWENTY) appears in the ''prize'' area under that 8X (8TIMES) symbol, on a single ticket, shall be entitled to a prize of $160.

 (i) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $100 (ONE HUN) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $100.

 (j) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $20.00 (TWENTY) appears in two of the prize areas, a prize symbol of $8.00 (EGT DOL) appears in seven of the ''prize'' areas and a prize symbol of $4.00 (FOR DOL) appears in one of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $100.

 (k) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $10.00 (TEN DOL) appears in all ten of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $100.

 (l) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $80.00 (EIGHTY) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $80.

 (m) Holders of tickets upon which an 8X (8TIMES) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $10.00 (TEN DOL) appears in the ''prize'' area under that 8X (8TIMES) symbol, on a single ticket, shall be entitled to a prize of $80.

 (n) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $20.00 (TWENTY) appears in two of the prize areas and a prize symbol of $5.00 (FIV DOL) appears in eight of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $80.

 (o) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $8.00 (EGT DOL) appears in all ten of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $80.

 (p) Holders of tickets upon which an 8X (8TIMES) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $8.00 (EGT DOL) appears in the ''prize'' area under that 8X (8TIMES) symbol, on a single ticket, shall be entitled to a prize of $64.

 (q) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $40.00 (FORTY) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $40.

 (r) Holders of tickets upon which an 8X (8TIMES) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $5.00 (FIV DOL) appears in the ''prize'' area under that 8X (8TIMES) symbol, on a single ticket, shall be entitled to a prize of $40.

 (s) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $10.00 (TEN DOL) appears in two of the prize areas, a prize symbol of $4.00 (FOR DOL) appears in two of the ''prize'' areas and a prize symbol of $2.00 (TWO DOL) appears in six of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $40.

 (t) Holders of tickets upon which a Bolt (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $4.00 (FOR DOL) appears in all ten of the ''prize'' areas on a single ticket, shall be entitled to a prize of $40.

 (u) Holders of tickets upon which an 8X (8TIMES) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $4.00 (FOR DOL) appears in the ''prize'' area under that 8X (8TIMES) symbol, on a single ticket, shall be entitled to a prize of $32.

 (v) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $20.00 (TWENTY) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $20.

 (w) Holders of tickets upon which an 8X (8TIMES) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $2.00 (TWO DOL) appears in the ''prize'' area under that 8X (8TIMES) symbol, on a single ticket, shall be entitled to a prize of $16.

 (x) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $10.00 (TEN DOL) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $10.

 (y) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $8.00 (EGT DOL) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $8.

 (z) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $5.00 (FIV DOL) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $5.

 (aa) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $4.00 (FOR DOL) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $4.

 (bb) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match either of the ''WINNING NUMBER'' play symbols and a prize symbol of $2.00 (TWO DOL) appears in the ''prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $2.

 Prizes, including top prizes, are subject to availability at the time of purchase.

 9. Retailer incentive awards: The Lottery may conduct a separate Retailer Incentive Program for retailers who sell Electric 8s instant lottery game tickets.

 10. Retailer bonus: The Lottery may offer a retailer bonus in connection with the sale of Pennsylvania instant lottery game tickets. If a retailer bonus is offered, a Lottery retailer shall be eligible for a bonus as described in this section. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $100,000 and not exceeding $500,000 shall be paid a bonus of $500. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $500,001 and not exceeding $1,000,000 shall be paid a bonus of $5,000. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $1,000,001 and not exceeding $10,000,000 shall be paid a bonus of $10,000. A Lottery retailer is entitled only to the largest bonus for which they qualify on a winning ticket. A bonus will be initiated for payment after the instant ticket is claimed and validated. A bonus will not be awarded to a Lottery retailer that sells a non-winning Pennsylvania Lottery instant ticket used to enter a Pennsylvania Lottery second-chance drawing or promotion that is subsequently selected to win a prize.

 11. Unclaimed prize money: For a period of 1 year from the announced close of Electric 8s, prize money from winning Electric 8s instant lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Electric 8s instant lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.

 12. Governing law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P.S. §§ 3761-101—3761-314), 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.

 13. Termination of the game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Electric 8s or through normal communications methods.
