2023 Mine Map Grant Program

 The Department of Environmental Protection (Department) announces that applications for the 2023 Mine Map Grant (MMG) Program will open on February 1, 2023, as a continuation of the grants announced in 2013 and 2018. This is a competitive grant program to establish 3-year grants that will provide funding to learning institutions and incorporated nonprofit organizations located in this Commonwealth to inventory, scan, georeference and vectorize mine maps and then develop work products under a new 3D modeling category.

 The MMG will be funded from three special State funds under the authority in section 18(j) of the Surface Mining Conservation and Reclamation Act (52 P.S. § 1396.18(j)) and the Coal and Clay Mine Subsidence Insurance Fund regulations in 25 Pa. Code § 401.51 (relating to loans and grants).

 The MMG guidelines and application instructions are available on the Department's web site at www.dep.pa.gov/Citizens/GrantsLoansRebates/MMP/Pages/default.aspx.

 Applications must be submitted online through the Commonwealth's Electronic Single Application (ESA) web site at www.esa.dced.state.pa.us/Login.aspx. The Department will begin accepting applications at 8 a.m. on February 1, 2023. Applications must be received by 11:59 p.m. on February 28, 2023. Hardcopy applications and late submissions will not be considered. Contact the Department of Community and Economic Development's customer service center for assistance with the ESA system at (800) 379-7448 or ra-dcedcs@pa.gov.

 Evaluation of grant applications will begin on March 1, 2023, and grant agreements will be made with selected grantees at the earliest date possible thereafter. Subject to the availability of funds, up to $2.25 million in grants will be provided with a minimum grant award of $300,000. Individual grant amounts will be based upon the following: the work identified in a proposal; the proposal's rating, which is based on the evaluation criteria established in the grant application rating analysis; and the availability of funds.
