Description:

 In accordance with 25 Pa. Code §§ 129.111—129.115 (relating to additional RACT requirements for major sources of NOx and VOCs for the 2015 ozone NAAQS), the Pennsylvania Department of Environmental Protection (Department, DEP) has made a preliminary determination to approve an RACT III Alternate Proposal for Transcontinental Gas Pipeline's Frazer facility. The RACT III Alternate Proposal, if approved by the Department, will be issued as a significant modification to the facility's Title V operating permit 15-00017.

 The RACT III Alternate Proposal incorporates restrictions for the control of emissions of Nitrogen Oxides (NOx). These restrictions are intended to address the Commonwealth's RACT obligations under section 184 of the Clean Air Act for the 1997, 2008 and 2015 8-hour ozone National Ambient Air Quality Standards. The RACT III Alternate Proposal does not adopt any new regulations. If approved by the Department, this RACT III Alternate Proposal will be submitted to the United States Environmental Protection Agency (EPA) for approval as a revision to the Commonwealth's State Implementation Plan (SIP). Requirements that are not part of the RACT III Alternate Proposal will be excluded from the SIP revision submittal.

 The following is a summary of the RACT III alternate compliance plan requirements for this facility that are proposed to be submitted to the EPA as a revision to the Commonwealth's SIP:

 A 30-day public comment period is provided for persons wishing to file a written protest, objection, comments or additional information, which they believe should be considered prior to the issuance of a permit. The written comments, information, protests or objections may be submitted to Janine Tulloch-Reid, Environmental Engineering Manager, Air Quality Program, at 2 East Main Street, Norristown, PA 19401, or at jtullochre@pa.gov on or before the closing date of this 30-day public comment period. The 30-day public comment period closes on January 9, 2024.

 Each written submission must contain the name, address and telephone number of the person submitting the comments, identification of the RACT III significant modification application, including the permit number, and a concise statement regarding the RACT III Alternate Proposal restriction that the person is commenting on and the relevancy of the information or objections to issuance of the RACT III significant modification.

 A public hearing will be held on January 23, 2024 at 10:00 a.m. at the DEP Southeast Regional Office, 2 E. Main Street, Norristown, PA 19401, to accept oral comments on the proposed RACT III Alternate Proposal and the proposed SIP revision. To register to speak at the hearing, please contact Ms. Stephanie Berardi, Regional Communications Manager, at sberardi@pa.gov or 484.250.5808. Speakers must pre-register in order to testify at the hearing. The last day to pre-register to speak at the hearing will be January 18, 2024.

 Oral testimony at the hearing will be limited to a maximum of 5 minutes per individual and two written copies of the oral testimony are requested. Each organization is requested to designate one witness to present testimony on its behalf. Persons unable to attend the hearing may submit a written statement and exhibits within 10 days thereafter to Janine Tulloch-Reid at 2 E. Main Street, Norristown, PA 19401, or at jtullochre@pa.gov.

 In addition to the RACT III Alternate Proposal for Source ID No. 742, the Title V Operating Permit was revised to include the Presumptive RACT III requirements from 25 Pa. Code § 129.112 for the other compressor engines at this facility.
