Weatherization Assistance Program; Proposed State Plan; Public Hearing

 The Department of Community and Economic Development (Department) publishes notice of a hybrid public hearing to be held at 3 p.m. electronically, by means of web/conference call and in-person on Tuesday, April 23, 2024, in PUC Hearing Room 4, Plaza Level, Commonwealth Keystone Building, 400 North Street, Harrisburg, PA. Electronic access information can be found at the end of this notice.

 The purpose of this hearing is to receive comments on the proposed Pennsylvania 2024-2025 annually appropriated United States Department of Energy (DOE) Weatherization Assistance Program (WAP) State Plan (Plan).

 The proposed 2024-2025 Plan will authorize the formula-based distribution for each county. Specific performance goals emphasize production, quality of the work product, prompt, accurate and complete reporting, and compliance with program standards and regulations.

 The Plan includes the following changes:

 • WAP Readiness Policy updates—allow braiding with the Low Income Home Energy Assistance Program Deferral, deferral tracking tool.

 • Transition to MINT energy audit tool.

 • Transition to Hancock Cloud for data collection.

 • Average Cost Per Unit = $8,497 (Only for WAP annual funding).

 • Blair County Community Action Program is discontinuing weatherization services to its service area (Blair County) and consequently another weatherization agency, Center for Community Action, will be providing services to this area.

 • Health and Safety Plan updates—combustion testing action levels listed for fireplaces and woodstoves; deferral notification update.

 There is a continued National focus on coordination of efforts where other health and safety, lead-abatement, utility weatherization and housing rehab services are coordinated locally with weatherization services.

 Copies of the proposed 2024-2025 DOE WAP Plan may be obtained beginning April 12, 2024, by downloading from the Department's web site at https://dced.pa.gov. Written comments may be submitted electronically to ra-wxmail@pa.gov until 5 p.m. on April 23, 2024.

 There is no registration to join the meeting.
